OSHA Annual Alliance Milestone Status Report
May 16, 2005

Part 1
  1. Alliance Background: Northrop Grumman Alliance

    Date Signed: May 9, 2003

    Overview: The Northrop Grumman Alliance was established to foster a collaborative relationship focused on safeguarding workers in the shipbuilding industry, by sharing best practices and technical knowledge.

    Implementation Team Membership: Representatives from OSHA (region 4 and 6 - Jackson, Mississippi, and Baton Rouge, Louisiana), Northrop Grumman Ship Systems, Inc (Ingalls, Gulfport, and Avondale Operations, including locations in Pascagoula and Gulfport, Mississippi, as well as Avondale and Tallulah, Louisiana) and the Pascagoula Metal Trades Council, AFL-CIO, the New Orleans Metal Trades Council, AFL-CIO, and the International Brotherhood of Electrical Workers, Local 733, which represent employees at these sites.

    Evaluation Period: April 13, 2004, through May 16, 2005

  2. Implementation Team Meetings:

    Meetings of the alliance team have been conducted quarterly

    Training and Education FY 2004

    Shipyard ergonomics training program was conducted

    All employees have received workplace violence training

    New employee orientation program implemented that increases training

    OSHA 501 training conducted for EH & S personnel

    Outreach and Communication FY 2004

    Presentation at the MS Labor Management Conference

    Local high school vocational training programs for students

    Joint Labor Management presentations to Chambers of Commerce

    Presentation at Labor Division of the National Safety Congress

    Promoting the National Dialogue on Workplace Safety and Health FY 2004

    Develop contractor training safety program

    Presentation at the MS Labor Management Conference

    Local high school vocational training programs for students

    Joint Labor Management presentations to Chambers of Commerce

    Presentation at Labor Division of the National Safety Congress

    VPPPA chapter meetings attended

  3. Events and Products

    Injury and illness rates have been reduced at four facilities to below the industry average

    The employer will be submitting VPP application for locations this calendar year

    Alliance members have assisted with Shipyard employment e-tool

    Alliance members participated on the negotiated rulemaking for fire protection

  1. Alliance Background: EPA of MS Alliance

    Date Signed: May 23, 2003

    Overview: to foster Alliance was established to foster a collaborative relationship between OSHA and EPA of MS focused on reducing and preventing exposure to electrical transmission and distribution equipment hazards.

    Implementation Team Membership:

    Representatives from OSHA and EPA of MS

    Contributors: Same as above.

    Evaluation Period: April 13, 2004, through May 16, 2005

    Meeting held on a quarterly basis

    Training and Education FY 2004

    Presented "So You Want to Be a Lineman" to the following Associations:
    • Central Electric Power Association
    • Yazoo Valley Electric Power Association

    MS Gulf Coast Community College Apprentice Electric Lineman School

    Basic Lineman School

    Advance Lineman School. Postponed due to hurricanes

    Outreach and Communication FY 2004

    Share information on best practices

      Testing of Rubber Gloves every 60 days.
      Mount strobe lights fleet vehicles in order to increase visibility.
      Certified Loss Control Representatives
      Each system performs outreach to the community (Coast Electric & Four County have developed training trailers to be used for live demonstrations)

    Coast Electric EPA has expressed an interest in becoming a VPP site. Major obstacle is majority of work performed offsite as part of a mobile workforce

    Representatives promote their good working relationship with OSHA at national safety coordinators meetings
