The Occupational Safety and Health Administration (OSHA), Kilgore College (KC), Texas State
Technical College-Marshall (TSTC) and the East Texas Workforce Development Board (ETWDB), recognize
the value of establishing a collaborative relationship to foster safer and more healthful American
workplaces. OSHA, KC, TSTC and the ETWDB hereby form an Alliance to provide small business employers
with information, guidance and access to training resources that will help them protect employees’
health and safety, particularly in reducing and preventing exposure to fall, struck by, electrical
and noise hazards. In developing this alliance, OSHA, KC, TSTC and the ETWDB recognize that OSHA’s
State Plan and Consultation Project partners are an integral part of the OSHA national effort.
OSHA and the ETWDB will work together to achieve the following training and education goals:
- Develop training and education programs on fall, struck by, electrical and noise control issues
targeted at small businesses.
- Deliver or arrange for the delivery of courses addressing fall, struck by, electrical and noise
hazards.
- Develop workplace safety and health curricula on fall, struck by, electrical and noise hazards.
OSHA, KC, TSTC and the ETWDB will work together to achieve the following training and communication
goals:
- Develop and disseminate information through print and electronic media, including electronic
assistance tools and links from OSHA, KC, TSTC and ETWDB Web sites.
- Speak, exhibit, or appear at a mall business conference hosted by KC, TSTC or ETWDB.Promote and
encourage small business participation in OSHA cooperative programs such as compliance assistance,
the Voluntary Protection Program, Consultation, and the Safety and Health Achievement Recognition
Program.
- Share information on best practices, as jointly determined by OSHA, KC, TSTC and the ETWDB with
others in the industry and publicize the results through outreach by KC, TSTC and the ETWDB through
OSHA or KCTSTC, and ETWDB-developed training programs and materials.
- Encourage small business worksites to build a relationship with OSHA’s Regional and Area Offices
to address health and safety issues, including reducing the injury and illness rate in small
business.
OSHA, KC, TSTC and East Texas Workforce Development Board will work together to achieve the
following goals related to promoting the national dialogue on workplace safety and health.
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever KC, TSTC and the ETWDB leaders address groups.
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results.
- Convene or participate in forums, round table discussions, or stateholder meetings on the
identification of hazards in small business issues to help forge innovative solutions in the
workplace or to provide input on safety and health issues.
OSHA’s Alliances provide parties an opportunity to participate in voluntary cooperative relationship
with OSHA for purposes such as training and education, outreach and communication and promoting a
national dialogue on workplace safety and health. These alliances have proved to be valuable tools
for both OSHA and its Alliance participants. By entering into this Alliance with a party, OSHA is
not endorsing any of those party’s products or services; nor does the Agency enter into an Alliance
with the purpose of promoting a particular party’s product or services.
An implementation team made up of representatives of OSHA, KC, TSTC and the ETWDB will meet within
30 days after signing the Alliance Agreement, to develop a plan of action for implementing this
agreement. The team will meet at least quarterly to track and share information on activities and
results in achieving the goals of the Alliance. OSHA will encourage the Texas Consultation
Commission to participate on the team.
This agreement will remain in effect for two years and may be modified by either party. Either of
the signatories may terminate this agreement for any reason at any time provided they give a 30-day
notice. This agreement may be modified at any time with the concurrence of all signatories.
