The Occupational Safety and Health Administration (OSHA) and the Gulf Coast Safety and Training
Group (GCS&TG) recognize the value of a continued collaboration of existing relations to foster
safer and healthier American workplaces. OSHA and GCS&TG hereby form an Alliance to provide GCS&TG
members and others in the oil and gas industry with information, guidance, and access to training
resources that will help them protect employees’ health and safety, particularly in reducing and
preventing exposure to hazards that are associated with production, drilling and crane operations.
OSHA and the GCS&TG will work together to achieve the following training and education goal:
- Develop training and education programs on oil and gas industry safety and health issues that are
associated with production, drilling and crane operations.
OSHA and GCS&TG will work together to achieve the following outreach and communications goals:
- Develop and disseminate information through print and electronic media, including electronic tools
and links from OSHA’s and the GCS&TG’s Websites. (Does GCS&TG have a website?)
- Speak, exhibit or appear at OSHA’s and GCS&TG’s conferences and meetings such as other key events
where oil and gas industry safety and health issues are proactively addressed.
- Sponsor and provide professional development seminars/opportunities that will be open to all
companies in the oil and gas industry focusing upon safety and health best practices, as jointly
determined by OSHA and GCS&TG; implementation of health, safety and environmental programs and
trends in workforce hazards.
- Promote and encourage GCS&TG’s members’ participation in OSHA’s cooperative programs such as
compliance assistance, the Voluntary Protection Programs, Consultation and the Safety and Health
Achievement Recognition Program.
- Cross-train OSHA personnel and industry safety and health professionals in GCS&TG’s best practices
in production, drilling and crane operations as jointly determined by OSHA and GCS&TG.
- Share information on best practices, as jointly determined by OSHA and GCS&TG, of GCS&TG’s
members.
OSHA and GCS&TG will work together to achieve the following goals related to promoting the national
dialogue on safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever GCS&TG leaders address groups.
- Convene or participate in forums, round table discussions, or stakeholder meetings on oil and gas
industry safety and health issues that are associated with production, drilling, and crane
operations in order to help forge innovative solutions in the workplace and to provide health,
safety and environmental awareness.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
The Executive Committee of GCS&TG and OSHA will form an implementation team to develop a plan of
action based on mutually agreed upon working procedures and the identification of roles and
responsibilities for the participants. In addition, they will meet at least quarterly to track,
analyze and share information on activities and results in achieving the goals of the Alliance. OSHA
will afford the opportunity for representatives of the Louisiana Department of Labor, Workplace
Safety Office and OSHA Consultation Project’s to participate.
This agreement will remain in effect for two years from the date of signing and will automatically
be renewed annually thereafter. Either signatory may terminate it for any reason at any time,
provided they give 30 days written notice. This agreement may be modified at any time with the
concurrence of both signatories. and may be terminated for any reason with 30 days written notice
from either signatory.
