AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
AUSTIN AREA OFFICE
AND
SOUTHWEST INDEPENDENT SCHOOL DISTRICT
SOUTHWEST HIGH SCHOOL
CONSTRUCTION CAREER ACADEMY
AND
ASSOCIATED GENERAL CONTRACTORS OF AMERICA
SAN ANTONIO CHAPTER

The Occupational Safety and Health Administration (OSHA) and the Southwest Independent School District, Construction Career Academy (SWISD-CCA) and the Associated General Contractors of America (AGC) agree to establish an Alliance to promote safe and healthful working conditions for construction youth workers. OSHA, SWISD-CCA and the AGC hereby form an Alliance to provide youth with information, guidance, and access to training resources that will help them to be knowledgeable of safety and health hazards of the construction industry with a focus on the four major hazards; falls, electrical, struck by, and caught in/between hazards. OSHA, SWISD-CCA and AGC recognize that OSHA’s State Plan and Consultation Project partners, are an integral part of the OSHA national effort.

OSHA, SWISD-CCA and the AGC will work together to achieve the following training and education goals:
  • Develop training and education programs on construction industry hazards such as falls, electrical, struck by, and caught in/between.

  • Increase access to safety and health training resources and related material for youth workers in the construction industry, such as the OSHA 10-hour Construction Course.
OSHA, SWISD-CCA and the AGC will work together to achieve the following outreach and communication goals:
  • Disseminate information through print and electronic media, including electronic assistance tools and links from OSHA’s and AGC’s websites.

  • Speak, exhibit, or appear at events such as AGC Local Chapter meetings and SWISD-CCA council meetings.

  • Share information on best practices, as jointly determined by OSHA and SWISD-CCA, of SWISD-CCA worksites, with others in the industry and publicize the results through outreach by SWISD-CCA and through OSHA or SWISD-CCA developed training programs and materials.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of the party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of the three organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants, In addition, they will meet each school semester to track and share information on activities and result in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
