AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
REGION VI – HOUSTON AREA OFFICES
HOUSTON, TEXAS
And the
ASSOCIATED GENERAL CONTRACTORS – HOUSTON CHAPTER
For
HISPANIC CONSTRUCTION SAFETY AWARENESS

The Occupational Safety and Health Administration (OSHA) and The Association of General Contractors – Houston Chapter (AGC) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and AGC hereby form an Alliance to provide AGC members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to construction hazards and addressing fall, electrical, caught-in-between and struck-by issues relating to the construction industry.

The AGC and OSHA Houston Area Offices will work to achieve the following training and education goals:
  • Instruct Hispanic construction workers in Spanish on the four leading hazards in the construction industry (i.e. fall, struck-by, electrical, and caught-in between).

  • Increase the number of Hispanic workers trained in occupational safety and health in the construction industry.

  • Develop training and education programs on construction hazards issues targeted to the Hispanic construction work force.

  • Provide training to attendees in the Spanish language free of charge to Hispanic Construction workers.
OSHA and AGC will work together to achieve the following outreach and communication goals:
  • Develop an efficient and effective avenue for communicating occupational safety and health information utilizing the Spanish language in the construction industry.

  • Promote the training program to businesses and community groups whose employees would benefit from this training.

  • Identify and target interested businesses for safety and health training on OSHA requirements and job-site safety and health in the construction industry.

  • Identify needs for specific safety and health training to develop and deliver the an 8-hour Construction Safety Awareness Course

  • Develop and disseminate information through print and electronic media, including electronic tools and links from OSHA’s and AGC’s Web sites.

  • Speak, exhibit, or appear at AGC conferences, local meetings, or other construction related events.

  • Cross-train OSHA personnel and industry safety and health professionals in AGC best practices or effective approaches, as jointly determined by OSHA and AGC.
OSHA and AGC will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • To provide Construction Safety Training and Education to Hispanic Construction workers.

  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever AGC leaders address groups.

  • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

  • Convene or participate in forums, round table discussions, or stakeholder meetings on Construction Safety Awareness relating to Hispanic workforce issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.

On this XXXXXX day of Month , 2004, all undersigned parties mutually agree to the terms and conditions of this document and commence the OSHA and AGC, Limited Partnership for Hispanic Construction Safety Awareness Task Force.
