ANNUAL ALLIANCE REPORT MADISON AREA OFFICE WDA May 2, 2005
I. Alliance Background Date Signed. February 2, 2004 Alliance Overview. Historically, the Wisconsin Dental Community and OSHA had more of an adversarial relationship when dealing with issues of common concern such as bloodborne pathogens, hazard communication, and other safety and health issues. Most often our only interaction was the result of a compliance visit which may have resulted in citations and penalties. This alliance provided an opportunity to address not only these issues but other issues as well in a positive and proactive way. The alliance was entered into for the purpose of improving communications, and promoting the dialogue on workplace safety and health issues affecting the dental community. Implementation Team Meetings May 27, 2004 Madison Wisconsin Area Office - A meeting was held to discuss the direction of the Alliance. June 2004 Phone call between the Compliance Assistant and the WDA to discuss Alliance. October 1, 2004 Madison Wisconsin Area Office – Meeting to discuss the Alliance. April 2005 Madison Wisconsin Area Office – Meeting to discuss resigning of Alliance. III. Activities and Products Evaluation Period. This report covers the period from February 2, 2004 until May 6th 2005 Alliance Activity. Training and Education – The WDA has twice invited OSHA to speak for 3 hours at its annual convention. There have been several training sessions for local associations where several dental practices have asked for and received OSHA training in areas of safety and health that are of particular concern to dentists Outreach and Communication – The WDA has mentioned the OSHA alliance in its newsletters and has listed points of contact at each area office and the State of Wisconsin Health Consultation Service where dental practices can call for answers to their questions. Promoting the National Dialogue on Safety and Health – The efforts made at Madison pre-date the National Alliance signed by OSHA and the American Dental Association, but already have been emulated by other states. Other area offices have looked at the alliance that has been formulated here and used it as a template to reach out to Dental Associations in other areas. Wisconsin Health Consultation – The state consultation service has played an important part in the alliance through outreach, meetings and advice. Alliance Products. Training and Education – To date there have been no significant “products” other than the outreach and training efforts noted above which include powerpoints, handouts etc. Outreach and Communication – There have been no significant “products” other than what has been noted above. Promoting the National Dialogue on Safety and Health – There has been no significant “product” in this area other than what is noted above. IV. Results The alliance has not produced as many products as the partners would have liked but in terms of perceived impact, the alliance has influenced the dental community’s perception of OSHA. Anecdotal information indicates that the vast majority of dental workers who have been the recipients of outreach, education and training, favor the alliance. Since this dialogue was established, Madison OSHA has conducted numerous outreach and training sessions with local dental associations as well as speaking at the State-wide Wisconsin Dental Association Meeting. (The first time in recent memory that the WDA has invited OSHA to speak.) And we have been invited back to speak again this May 5th. Besides the usual issues of bloodborne pathogens and hazard communication this has allowed OSHA to address other important issues such as electrical, office safety, ergonomics, and emergency preparedness among others. Furthermore the dental practices that attended the outreach sessions are provided with an overview of OSHA that for many shows OSHA in a positive light. Upcoming Milestones Future plans include: WDA will provide OSHA with a list of county associations that we can provide newsletter material too on a regular basis. OSHA will provide newsletter material to the WDA to publish in its monthly newsletter. WDA promote the alliance on its website.
