ALLIANCE ANNUAL REPORT Ohio Concrete Masonry Association Columbus, Ohio Area Office June 29, 2005
I. Alliance Background Date Signed May 5, 2004 Overview To provide the Ohio Concrete Masonry Association (OCMA) members with information, guidance, and access to training resources that will assist in protecting employees’ safety and health while producing concrete products. Implementation Team Members Chris Matthewson, Compliance Assistant Specialist, for the Columbus OSHA office Chris Lechner, Executive Director for OCMA II. Implementation Team Meetings Numerous meetings between OCMA and OSHA were held prior to the signing of the Alliance. Once the Alliance was signed, monthly meetings were held to organize a safety committee and to arrange a schedule for quarterly meetings with the OCMA Board members and the Compliance Assistance Specialists (CASs) in Ohio. On July 20, 2004 the Ohio CASs, Ohio OSHA On-Site Consultation, and the OCMA safety committee met to discuss the association’s training needs. On September 15, 2004 Chris Matthewson and Keith Bullock, a consultant with the Ohio On-Site Consultation, attended the annual OCMA fall meeting. At the meeting it was decided On-Site Consultation would conduct a safety and health consultation audit of some of OCMA member facilities. Mr. Bullock’s report will determine what future safety and health training will be needed. On December 8, 2004 three CASs met with the OCMA Safety Committee members to discuss the results from On-Site Consultation safety and health audits. On March 10, 2005 Chris Matthewson and Chris Lechner met to discuss future training needs for their member. On May 13, 2005 Chris Lechner and Chris Matthewson met to discuss the training session which is scheduled for October 13, 2005 in Canton, Ohio. The training session will cover the results of the On-Site Consultation safety and health audit. Training topics will include machine guarding, electrical, walking-working surfaces, and noise. III. Activities and Products Evaluation Period. This report covers activities from May 13, 2004-May 13, 2005. Alliance Activity. Training and Education The Columbus CAS and Industrial Hygienist provided training for the OCMA members at the annual fall meeting held in October 2004. Over 45 owners attended this meeting which represented 100% participation of the Association. The training focused on areas such as silica hazards, recordkeeping, and how to improve their safety and health programs. Outreach and Communication OCMA has placed a link to the OSHA on their homepage, www.ohioconcretemasonry.com. The Association are encouraging their members to become more involved in the safety and health process. Chris Matthewson kept in close communication with Chris Lechner to ensure OSHA was available to meet the needs of the Association members. OCMA is a diverse Association of employers who manufacture concrete products such as concrete block, paving stones, and brick, product sales people delivery of concrete product, concrete forms that are poured on construction sites, and landscaping specialist. Promoting the National Dialogue on Safety and Health During the past year, OCMA has done a good job of promoting the Alliance and has promoted safety and health during their Association meeting, conferences, and with other organizations. Alliance Products. Training and Education Prior to the signing of this Alliance, the CAS and Industrial Hygienist met the members of the Association at their annual meeting. OSHA conducted a three hour training session covering OSHA inspection procedures, top 10 OSHA violations, and the noise standard. A consultant from On Site Consultation was also on hand to explain the services they offer the Association. Outreach and Communication, see Training and Education section. Promoting the National Dialogue on Safety and Health, see Training and Education section. IV. Results The first year of this Alliance has been a productive and a positive experience. OSHA is closing the communication gap with the employers in the concrete industry. OSHA and OCMA continue to work together to reinforce safety and health to the Association members. Upcoming Milestones On September 8, 2005 Chris Matthewson will meet with the Alliance members and provide an OSHA update which will include training and question and answer session. On October13, 2005 a training session is being planned in Canton, Ohio for the OMCA members. The Columbus and Cleveland CASs and On-Site Consultation will focus the training session on the hazards found during the consultant’s safety and health audit which include machine guarding, electrical, walking-working surfaces, and noise. On- Site Consultation will continue provide safety and audits for the Alliance members and assist them with safety and health concerns.
