AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
MADISON AREA OFFICE
AND
INTERFAITH COALITION FOR WORKER JUSTICE OF
SOUTH CENTRAL WISCONSIN

The Occupational Safety and Health Administration (OSHA) and the Interfaith Coalition for Worker Justice of South Central Wisconsin (ICWJSCW) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and the Interfaith Coalition for Worker Justice of South Central Wisconsin hereby form an Alliance to use their collective expertise to help foster a culture of prevention while sharing best practices and technical knowledge.

OSHA and ICWJSCW agree to establish an Alliance to promote safe and healthful working conditions for immigrant workers in general and Hispanic/Latino workers in particular by:
  • Providing Interfaith Coalition for Worker Justice members with information and guidance that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to safety and health hazards.
     
  • Increasing access to safety and health information and training resources. · Enhance outreach activities and training programs to improve Hispanic/Latino awareness of OSHA’s regulations, safety and health management systems, and cooperative programs.
     
  • Enhance awareness in communities serviced by the Madison Area Office for the need to provide a safe and healthful workplace for all workers
     
  • Develop and maintain a level of trust where OSHA is seen as a valuable resource to protect the safety and health of Hispanic/Latino workers.
OSHA and the Interfaith Coalition for Worker Justice will also work together to achieve the following training and education goals:
  • Develop training and education programs on safety and health issues.
     
  • Deliver or arrange for the delivery of safety and health, worker rights and responsibilities courses from OSHA sources as well as other sources such as The Interfaith Coalition for Worker Justice, WISCOSH, Wisconsin Council of Safety and others.
     
  • Encourage the use of OSHA technical and training assistance, and participation in cooperative programs by community based, labor, and church organizations as well as those industries that have been identified as employing “at risk” Hispanic/Latino workers.
OSHA and the Interfaith Coalition for Worker Justice will work together to achieve the following outreach and communication goals:
  • Develop and disseminate information at conferences, events, or through print and electronic media, including links from OSHA’s and Interfaith Coalition Web sites.
     
  • Speak, exhibit, or appear at conferences, local meetings, or other events.
     
  • Disseminate information to increase the knowledge of OSHA’s regulatory requirements through publications geared toward Hispanic/Latino workers.
     
  • Reach out to employers, community and church based organizations and labor organizations of ICWJ, OSHA and Wisconsin Consultation resources.
     
  • Encourage employers utilizing Hispanic/Latino workers who wish to improve their safety and health performance and promote the use of Consultation services and training.
     
  • OSHA will encourage the appropriate Consultation project to give priority to assistance requests
     
  • Encourage employers in industries that employ Hispanic/Latino workers to seek recognition through the VPP and SHARP.
OSHA and the Interfaith Coalition For Worker Justice will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever Interfaith Coalition For Worker Justice leaders address groups.
     
  • Perform case studies and publicize their results through print or electronic media, promotion at conferences, or other means of outreach.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on Hispanic/Latino problems to help forge innovative solutions to injury and illness issues in the workplace or to provide input on safety and health issues.
An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information o n activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for three years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
