The Occupational Safety and Health Administration (OSHA) and Elford-Gilbane recognize the value of
establishing a collaborative relationship to foster safer and more healthful American workplaces.
OSHA and Elford-Gilbane hereby form an Alliance to provide Elford-Gilbane members and others with
information, guidance, and access to training resources that will help them protect employees’
health and safety, particularly in reducing and preventing exposure to falls, trenching and
excavation, electrical, overhead loads, and addressing how job hazard analysis can prepare for the
planning to eliminate these issues. In developing this Alliance, OSHA and Elford-Gilbane recognize
that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national
effort.
OSHA and Elford-Gilbane will work together to achieve the following training and education goals:
- Develop and disseminate information through print and electronic media, including links from
OSHA’s and Elford Inc. and Gilbane Building Company Web Sites along with applicable articles to be
published and distributed at the worksite.
- Promote and encourage Elford-Gilbane to provide a (1) hour site specific safety orientation to all
contractors and contractors’ employees working on the Ohiohealth Dublin Hospital Project. The site
specific safety orientation will focus on the unique hazards associated with the Ohiohealth Hospital
Project with regards to Fall Protection, Electrical, Struck by or Caught Between hazards, Cranes,
Personal Protective Equipment, and Emergency Action Planning.
- Provide expertise in developing training and education programs for contractors regarding the
development of Job Hazard Analysis as a planning tool, and to provide expertise in communicating
such information to employers and employees in the industry.
- Provide expertise to develop workplace safety and health curricula on Job Hazard Analysis.
OSHA and Elford-Gilbane will work together to achieve the following outreach
and communication goals:
- Attend a quarterly project alliance information exchange/ update meeting with Elford-Gilbane
project personnel and designated contractor representatives.
- Share information among OSHA personnel and industry safety and health professionals regarding
Elford-Gilbane best practices or effective approaches, and publicize results through Elford-Gilbane
developed materials, training programs, and OSHA outreach.
- Share information on best practices, as jointly determined by OSHA and Elford-Gilbane, with other
sub-contractors and publicize the results through outreach given by Elford-Gilbane and through
Elford-Gilbane or OSHA developed training programs and materials.
- Speak, exhibit, or appear at local meetings to provide a forum for OSHA personnel to address
workers on the project.
OSHA and Elford-Gilbane will work together to achieve the following goals
related to promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of and demonstrate their own commitment to workplace safety and health
whenever Elford-Gilbane leaders address groups
- Convene or participate in forums, round table discussions, or stakeholder meetings on the
construction of healthcare facilities issues to help forge innovative solutions in the workplace or
to provide input on safety and health issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and
communication and promoting a national dialogue on workplace safety and health. These Alliances have
proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance
with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. Team members will include representatives of OSHA’s Directorate of Cooperative and
State Programs. In addition, they will meet at least quarterly to track and share information on
activities and results in achieving the goals of the Alliance. OSHA will encourage OSHA On Site
Consultation Projects’ participation on the team.
This agreement will remain in effect until DATE or until the project is completed. Either signatory
may terminate it for any reason at any time, provided they give 30 days written notice. This
agreement may be modified at any time with the concurrence of both signatories.
