Alliance Overview.

OSHA, Michigan Department of Labor, Minnesota Department of Labor and Industry, Illinois On-site, Ohio On-site Consultation, Wisconsin Health On-site Consultation and the Alliance for the Polyurethanes Industry (API) hereby form an Alliance to provide API members and others in the spray-on truck bed liner industry with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposures of diisocyanates during the application of spray-on truck bed liners.

ALLIANCE ACTIVITY

Training and Education

The Alliance is in the process of completing two technical documents for the truck bed liner industry.
  • The first is entitled “Best Practices for Exposure Control in the Truck Bed Liner Industry”. These guidelines are being developed to assist truck bed liner (TBL) shop owners in the control of potential exposures to MDI. Topics include engineering controls, personal protective equipment and work practices. OSHA and the industry have made significant contributions and worked together to complete as soon as possible. It is scheduled for completion by October 17, 2006.
  • The second document is a Respiratory Protection Program. The information provided in this document may assist truck bed liner operations in the development of a respiratory protection program. It is also scheduled to be completed in October 2006.
Outreach and Communication
  • Presentation for Line-X Corporation conference. Line-X is an API member company. In February 2006, they held a company meeting in Dallas, which included 300-400 franchises. OSHA was represented by the Dallas Area Office.
  • An update on the Alliance activity was presented on July 12, 2006 at the Region 5 Family Meeting in Chicago, IL.
  • API is currently developing a “mini-website” to host resources for the truck bed lining industry, including those developed by the Alliance. The site is set to launch in September 2006. (www.spraytruckbedliner.com)
Promoting the National Dialogue on Safety and Health
  • OSHA Region 6 signed an Alliance with API as a result successful Alliance with OSHA Region 5. Through the Alliance with Region 6, API is developing an easy-to-read brochure entitled “Spray on Truck Bed Liner Applications Using MDI/PMDI; Seven Important Points to Know.” Additionally, they will be hosting a training seminar on October 17, 2006 in Dallas, TX. The seminar is intended for anyone involved in the truck bed liner industry that wants a better understanding of health and safety in the workplace and is interested in recent industry developments.
  • Due to their involvement in the Alliance, API has recruited Langeman Manufacturing. Langeman joins Rhino Linings, Artlux and Line-X as the TBL industry member companies in API.
  • API will be hosting a booth at the Specialty Equipment Manufacturers Association (SEMA) October 31st – November 2nd. The booth will be used to promote the new resources developed through the Alliance.

IV. Results

This Alliance brings together not only private industry and OSHA, but also the State Plans and Consultation Projects to discuss the hazards involved with the spray-on application of bed liners and develop education, training and outreach on worker protection. The Implementation Team divided into task groups to look at issues including written respiratory protection programs, personal protective equipment and engineering controls. At this time, these projects are still being reviewed by the committees.

In February, Line-X held a conference in Dallas and requested that an OSHA representative provide a presentation. Due to the location of the conference, the Dallas Regional Office was contacted and they provided the speaker. As a result of this contact, Region 6 signed an Alliance with API in February 2006. This Alliance will use roundtable discussions and meetings to examine safety and health issues faced by workers involved in the application of truck bed liners.

V. Upcoming Milestones
  • API’s "mini-site" will be launched in September 2006.
  • All print documents outlined above will be due October 2006, as these documents will be presented as part of the TBL seminar in Dallas.
  • Future seminars are in the process of being developed. New sessions will be determined based on the success of the October seminar and at the request of other Regions.
  • SEMA conference October 31st – November 3rd.
