I. Alliance Background Date Signed: The Florida Community College Institute of Occupational Safety and Health Alliance was signed January 9, 2004. Overview: The Occupational Safety and Health Administration (OSHA) and the Institute of Occupational Safety and Health (IOSH) and Institute of Organizational Security and Technology (IOST) of the Florida Community College of Jacksonville (FCCJ) formed an alliance establishing a collaborative relationship to foster safer and more healthful American workplaces. The formation of the Alliance was to provide the Florida Community College at Jacksonville students and business partners with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to prevalent workplace hazards in the ship building and repair, landscaping and horticultural services industries. The IOST has been renamed by the Florida Community College of Jacksonville, and is now the Florida Security Institute (FSI). II. Implementation Team Membership and Contributors: Representatives from OSHA, IOSH, FSI and FCCJ conducted all the required meetings by teleconferencing, formal meetings and training session on the following dates: January 25, 2005; March 2, 2005; June 16, 2005; July 18, 2005; September 22, 2005 and December 8, 2005. This annual status report for the Alliance initiated by the OSHA Area Office in Jacksonville, Florida, was completed on February 22, 2006. The milestones and accomplishments achieved through this Alliance are listed below: Evaluation Period: January 10, 2005 through January 9, 2006 III. Events and Products Training and Education: A total of 14 training sessions were conducted by the IOSH from March 5, 2005 through October 8 2005. The IOSH currently has over 206 students enrolled in their Environmental Science degree program that has a strong hazardous materials and safety curriculum. OSHA provided information on the alliance and landscape hazard awareness training for contractors on April 18, May 25 and 31, June 22, July 26, August 19, 23 and 24, September 19 and 22, October 24 and November 28, 2005. Events: IOSH conducted, in cooperation with the Jacksonville Electric Authority, the JEA SHARP (Skilled Hands Apprenticeship Recruitment Program) training. This training, with a major safety contingent, was provided along with Forklift Safety, Hazard Communication training and Bloodborne Pathogens training to over 191 students. Products: An electronic version of the “Grass Talks” pamphlet was received by the Jacksonville Area office on February 17, 2005. This publication is a training tool about hazards associated with the landscaping and horticultural industry. Several sections were added to include fueling vehicles, lightning, trenching, hazard communication, first aid, housekeeping, industrial trucks (forklifts), overhead power lines, and roadwork safety. Outreach and Communications: Events: August 2005---FSI provided a detailed presentation to the International Facility Manager’s Association (IFMA) on building contamination prevention and decontamination procedures for when weapons of mass destruction (chemical, biological, radiological and explosive weapons) have been used. FSI conducted monthly training for the Duval County Medical Society and Medical Response corps for various recognition and response protocols regarding weapons of mass destruction, which resulted in granting continuing medical education (CME) credits through the St. Vincent’s medical education authority. The FSI program manager was designated as a committee member for the Society and the Reserve Corps. Products: None IV. Results: August 2005---FSI provided a detailed presentation to the International Facility Manager’s Association (IFMA) on building contamination prevention and decontamination procedures for when weapons of mass destruction (chemical, biological, radiological and explosive weapons) have been used. OSHA provided information on the alliance and landscape hazard awareness training for contractors on April 18, May 25 and 31, June 22, July 26, August 19, 23 and 24, September 19 and 22, October 24 and November 28, 2005. A total of 14 training sessions were conducted by the IOSH from March 5, 2005 through October 8 2005. V. Upcoming Milestones in FY 2006: The Institute of Occupational Safety and Health will continue to work with and participate in the production and possible distribution of the OSHA Region IV Landscape “Grass Talk” pamphlets when published. VI. Recommendation The Jacksonville Area Office is recommending that the Florida Community College Institute of Occupational Safety and Health Alliance not be renewed. The Jacksonville Area Office will continue to work cooperatively with the Florida Community College by providing training, outreach and other compliance assistance as requested. |
