AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR JACKSONVILLE, FL AREA OFFICE
AND BOTH
THE INSTITUTE OF OCCUPATIONAL SAFETY AND HEALTH
AND
THE INSTITUTE OF ORGANIZATIONAL SECURITY AND TECHNOLOGY,
FLORIDA COMMUNITY COLLEGE AT JACKSONVILLE

The Occupational Safety and Health Administration (OSHA) and Institute of Occupational Safety and Health (IOSH) and Institute of Organizational Security and Technology (IOST) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and IOSH/IOST hereby form an Alliance to provide the Florida Community College students and business partnerships with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to prevalent workplace hazards in the shipbuilding and repair, landscaping and horticultural services industries.

OSHA and IOSH/IOST will work together to achieve the following training and education goals:
  • Develop training and education programs regarding Weapons of Mass Destruction (WMD) in Biological, Nuclear, Chemical, and Radiological hazards for delivery to students, as well as employers and employees in both the public and private sectors.
     
  • Deliver or arrange for the delivery of safety training courses focusing on effectively addressing hazards in shipbuilding and repair1, as well as the landscaping and horticultural services industries2.
OSHA and IOSH/IOST will work together to achieve the following outreach and communication goals:
  • Develop and disseminate information through print and electronic media, including electronic tools and links from OSHA’s and IOSH’s and/or IOST Websites. IOSH/IOST faculty and business partners will also be encouraged to subscribe to the OSHA Region IV E-newsletter.
     
  • Speak, exhibit, or appear at IOSH/IOST conferences, local advisory meetings, and other safety related events.
     
  • Share best practices focusing on emergency response and homeland security related issues, as jointly determined by OSHA and IOSH/IOST of IOSH/IOST facilities with others and publicize the results through outreach by IOSH/IOST and through OSHA- or IOSH/IOST -developed training programs and materials.
     
  • Encourage IOSH/IOST faculty and business partners to build relationships with OSHA’s Regional and Area Offices to address workplace health and safety issues.
OSHA and IOSH/IOST will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever IOSH/IOST leaders address groups.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on emergency response to help forge innovative solutions in the workplace to Homeland Security related issues.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Any signatory may terminate this agreement for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
