AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
ALLENTOWN, PA AND PHILADELPHIA, PA AREA OFFICES
AND
ALLIANCE ENVIRONMENTAL SYSTEMS, INC. AND THEIR SUBCONTRACTORS AND SUPPLIERS
AND
PA/OSHA CONSULTATION PROGRAM AT INDIANA UNIVERSITY OF PENNSYLVANIA

The Occupational Safety and Health Administration (OSHA), Alliance Environmental Systems, Inc. and its partnering subcontractors and suppliers (AES Plus), and the PA/OSHA Consultation Program at Indiana University of Pennsylvania (PA/OSHA Consultation), recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, AES Plus and PA/OSHA Consultation hereby form an Alliance to provide AES Plus and PA/OSHA Consultation and others with information, guidance and access to training resources that will help them protect employees' health and safety, particularly in reducing and preventing exposure to the hazards of asbestos and indoor air quality abatement and demolition and HAZMAT activities.

OSHA, AES Plus and PA/OSHA Consultation will work together to achieve the following training and education goals:
  • Deliver or arrange for the delivery of OSHA related presentations to address general safety and health issues especially specific requirements focused on asbestos and indoor air quality abatement and demolition and HAZMAT activities.
     
  • Encourage AES Plus to send selected employees to an OSHA Train-the-Trainer Course on Occupational Safety and Health Standards.
OSHA, AES Plus and PA/OSHA Consultation will work together to achieve the following outreach and communication goals:
  • Speak, exhibit, or appear at conferences, local meetings, scheduled training, or other events to promote or raise awareness of reducing and preventing exposure to the hazards of asbestos and indoor air quality abatement and demolition and HAZMAT activities.
     
  • Exchange technical information and best practices in a practical manner as not to infringe on the confidentiality rules and concerns of each party.
     
  • Disseminate information through existing communication tools, including web sites and newsletters. In addition to the use of existing tools, stimulate the development of new resources and tools.
     
  • Promote and encourage AES Plus members' participation in OSHA's cooperative programs such as compliance assistance and the Voluntary Protection Program (VPP), and/or the PA/OSHA Consultation services and their programs, including the Safety and Health Achievement Recognition Program (SHARP). In addition, AES Plus will act as mentors to AES Plus worksites that aspire to excellence in safety and health.
OSHA, AES Plus and PA/OSHA Consultation will work together to achieve the following goals related to promoting dialogue on workplace safety and health:
  • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever AES Plus leaders address groups.
     
  • Share information on best practices, as jointly determined by all parties, with others in the industry and through outreach by OSHA, AES Plus and PA/OSHA Consultation Promote best practice implementation through print or electronic media, at conferences, or by other means of outreach.
     
  • Convene or participate in forums, round table discussions, or stakeholder meetings on demolition problems to help forge innovative solutions to hazards associated with demolition, asbestos abatement, indoor air quality and hazardous material cleanup activities and/or other safety and health issues in the workplace.
An implementation team made up of representatives of all parties will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. Team members will include representatives of OSHA's Allentown, PA and Philadelphia, PA Area Offices, AES Plus and PA/OSHA Consultation. Additional team members, such as AES Plus worksites, may be brought in from the organization as needed.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
