The Occupational Safety and Health Administration (OSHA), the New York State Department of Labor
On-Site Consultation Service Bureau (NYS Consultation), the New Jersey State Department of Labor
OSHA Consultation Program (NJ Consultation), and YouthBuild USA recognize the value of establishing
a collaborative relationship to foster safer and more healthful American workplaces. OSHA, NYS
Consultation, NJ Consultation, and YouthBuild USA hereby form an Alliance to provide YouthBuild USA
programs, staff and trainees with information, guidance, and access to training resources that will
help them protect employees’, especially teen workers, health and safety, particularly in reducing
and preventing exposure to construction industry hazards such as: lead and silica exposures; falls,
struck–by, electrocution, and caught-between hazards.
OSHA, NYS Consultation, NJ Consultation, and YouthBuild USA, will work together, with local OSHA
Offices in assisting local YouthBuild USA program staff, to achieve the following training and
education goals:
- Develop training and education programs such as “Toolbox Talks” for YouthBuild USA trainees,
especially those engaged in Residential Construction.
- Deliver or arrange for the delivery of the OSHA 10 and 30 Hour construction safety courses that
lead to certification of trainees at no cost to the YouthBuild USA program or its trainees.
- Develop workplace safety and health curricula, such as construction safety course modules that
lend themselves to focused, short-duration training sessions, on construction safety and health
hazards such as: lead, silica, falls, struck–by, electrocution, and caught-between hazards.
OSHA, NYS Consultation, NJ Consultation, and YouthBuild USA will work together to achieve the
following outreach and communication goals:
- Develop and disseminate information through print and electronic media, including electronic
assistance tools and links from OSHA’s and YouthBuild USA’s Web sites.
- Speak, exhibit, or appear at YouthBuild USA conferences, local Youthbuild program orientations,
and other events, such as the National YouthBuild USA Conference.
- Cross-train OSHA, NYS Consultation personnel, NJ Consultation, and industry safety and health
professionals in YouthBuild USA best practices, as jointly determined by OSHA, NYS Consultation, NJ
Consultation and YouthBuild USA.
- Promote and encourage local YouthBuild USA program participation in OSHA, NYS Consultation, or NJ
Consultation’s cooperative programs such as compliance assistance, the Voluntary Protection
Programs, Consultation, and its Safety and Health Achievement Recognition Program.
- Work with other Alliance participants on specific issues and projects on teen worker safety from
construction industry hazards, such as those associated with lead or silica exposures, falls,
struck–bys, electrocutions, and caught-betweens, that are addressed and developed through the
Alliance Program.
- Provide the young workers at local YouthBuild USA programs with a description of the job
requirements and work experiences of the Federal Compliance Safety and Health Officer (CSHO), and
information on where to locate and apply for Federal employment and careers at OSHA.
OSHA, NYS Consultation, NJ Consultation, and YouthBuild USA will work together to achieve the
following goals related to promoting the national dialogue on workplace safety and health:
- Raise others’ awareness of, and demonstrate their own commitment to, workplace safety and health
whenever YouthBuild USA leaders address groups.
- Develop and disseminate case studies illustrating the business value of safety and health and
publicize their results.
- Convene or participate in forums, round table discussions, or stakeholder meetings on teen worker
safety from construction industry hazards such as those associated with lead or silica exposures,
falls, struck–bys, electrocutions, and caught-betweens, to help forge innovative solutions in the
workplace.
The New York State Department of Labor’s On-Site Consultation Program will provide resources, as
necessary and available; to support the priority training and technical assistance needs for the
participants of this alliance. Such assistance, which is provided only at the request of the
employer, may be in the form of onsite or off-site safety and/or health consultations. All
consultation findings will be kept confidential, so long as employer agrees to correct any serious
hazards that may be identified.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services.
An implementation team made up of representatives from OSHA, NYS Consultation, NJ Consultation, and
YouthBuild USA will meet to develop a plan of action, determine working procedures, and identify the
roles and responsibilities of the participants. In addition, they will meet at least quarterly to
track and share information on activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Any signatory may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with
the concurrence of all signatories.
