AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE U.S DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
AVENEL AREA OFFICE
AND
PROJECT HOSPITALITY, INC. in collaboration with
EL CENTRO DE HOSPITALIDAD

AllianceOccupational Safety and Health Administration

The Occupational Safety and Health Administration (OSHA) and Project Hospitality recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and Project Hospitality hereby form an Alliance to provide members of El Centro de Hospitalidad, and other Hispanic day laborers, with information, guidance, assistance and access to training resources that will help protect employees’ health and safety. This Alliance will focus on preventing exposure to hazards in the construction and landscaping industry such as falls from elevation, electrical, struck-by and caught-between hazards as well as sprains and strains, lacerations and trauma caused by machinery, tools and improper lifting techniques. It is further recognized that laborers may not be proficient in the English language, so it may be necessary for information to be delivered in Spanish.

OSHA and Project Hospitality will work together to achieve the following training and education goal:
  • Work with OSHA to provide expertise to develop training and education programs to members of El Centro de Hospitalidad and other Hispanic Day Laborers regarding exposure to hazards in the construction and landscaping industry and provide expertise in communicating such information to employers and employees in the industry.

  • Deliver or arrange for the delivery of periodic training in Spanish to day laborers at weekly meetings or other similar venues concerning common construction and landscaping workplace hazards such as falls from elevation, electrical, struck-by and caught-between hazards as well as injuries caused by sprains and strains, lacerations and trauma.
OSHA and Project Hospitality will work together to achieve the following outreach and communication goals:
  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information to employers and employees in the industry.

  • Jointly speak, exhibit, appear and disseminate safety and health information in both English and Spanish at Project Hospitality and El Centro de Hospitalidad meetings and events such as community based-forums. Publicize results through outreach by Project Hospitality and through OSHA- or Project Hospitality-developed materials and events.

  • Work with Project Hospitality, leadership groups and other community and faith-based organizations to build a safety and health awareness culture within the Hispanic community.

  • Make reference materials available in English and Spanish to day laborer employers.

  • Improve access to safety and health training resources in English and Spanish for day laborers.
OSHA and Project Hospitality will work together to achieve the following goal related to promoting the national dialogue on workplace safety and health:
  • Raise awareness of workplace hazards and demonstrate commitment to workplace safety and health whenever leaders address groups.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action and identify roles and responsibilities of the participants. In addition, they will meet at least three times per year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years from the date of signing. Either signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of both signatories.
