AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
REGIONS I AND II,
THE NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT,
THE CONNECTICUT DEPARTMENT OF LABOR,
AND
THE NEW JERSEY ASSOCIATION OF SKILLSUSA,
THE NEW YORK ASSOCIATION OF SKILLSUSA,
AND
THE CONNECTICUT ASSOCIATION OF SKILLSUSA

The Occupational Safety and Health Administration (OSHA) Regions I and II, New Jersey Department of Labor and Workforce Development (LWD), Connecticut Department of Labor and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA; recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA and LWD, Connecticut Department of Labor and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA therefore agree to establish an Alliance to provide teens with information, guidance and access to training resources that will help teens protect their health and safety, particularly in reducing and preventing exposure to workplace hazards. The Alliance will focus on reducing and preventing exposure to potential hazards associated with unguarded machinery, including prevention of amputation hazards, general housekeeping related to slips, trips and falls, as well as noise, and bloodborne pathogens.

In forming this Alliance, OSHA and LWD, Connecticut Department of Labor and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA recognize that OSHA's New Jersey, New York and Connecticut State Plan and On-site Consultation Project partners, are an integral part of this Alliance and the OSHA national effort.

OSHA and LWD, Connecticut Department of Labor and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA will work together to achieve the following training and education goal:
  • Deliver or arrange for the delivery of training and education programs including the OSHA 10 Hour Outreach Training Programs for General Industry and Construction and SkillsUSA Career Safe Courses for SkillsUSA members and other teen workers. Training will address safety and health issues including machine guarding, slips, trips and falls, noise and bloodborne pathogens.

  • OSHA and LWD, Connecticut Department of Labor and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA websites) to employers and employees in the industry.

  • Speak, exhibit, or appear at OSHA, LWD and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA conferences and meetings to promote teen worker on the job safety and health.
OSHA and LWD, Connecticut Department of Labor and the New Jersey Association of SkillsUSA, the New York Association of SkillsUSA and the Connecticut Association of SkillsUSA will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:
  • Develop and disseminate case studies and success stories illustrating the business and social value of workplace safety and health and publicize their results in school newsletters, the OSHA Region II Newsletter and the SkillsUSA website.

  • Convene or participate in forums, roundtable discussions or meetings on teen worker on the job safety and health issues.
OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter into an Alliance with the purpose of promoting a particular party's product or services.

An implementation team made up of representatives from each of the organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least three times a year to track and share information on activities and results in achieving the goals of the Alliance.

This agreement will remain in effect for two years. Any signatories may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with concurrence of all signatories.
