The Occupational Safety and Health Administration (OSHA) and the Massachusetts Bay Transportation
Authority (MBTA) recognize the value of establishing a collaborative relationship to foster safer
and healthier workplaces. OSHA and the MBTA hereby form an Alliance to provide the MBTA and its
contractors and sub-contractors with information, training, and outreach and communication to
protect employee safety and health and to enhance OSHA’s understanding of the hazards facing MBTA
workers, contractors, and sub-contractors. In particular, the Alliance will focus on work zone
safety, electrical, fall, struck-by, and crushed-by hazards, safe storage and use of equipment,
ventilation, and personal protective equipment (PPE) use and limitations. In developing this
Alliance, OSHA and MBTA recognize that OSHA’s State Plan State and Consultation Project are an
integral part of the OSHA national effort.
OSHA and the MBTA will work together to achieve the following training and education goal:
- Work with OSHA to provide expertise to develop and deliver training and education programs to
prevent exposure to work zone hazards, electrical, fall, struck-by, and crushed-by hazards, and
hazards associated with the storage and use of equipment (e.g., battery charging), ventilation, and
PPE use and limitations.
OSHA and the MBTA will work together to achieve the following outreach and communication goals:
- Share information among OSHA personnel and industry safety and health professionals regarding
MBTA’s best practices or effective approaches and publicize results through outreach by MBTA and
through OSHA or MBTA developed materials, training programs, work shops, seminars and lectures (or
any other applicable forum).
- Work with OSHA to provide expertise to develop and share hazard identification and program
evaluation tools appropriate to the hazards identified above.
- Work with OSHA to provide expertise in developing information on the recognition and prevention of
workplace hazards, and to provide expertise in developing ways of communicating such information
(e.g., print and electronic media, electronic assistance tools and OSHA’s and the MBTA’s Web sites)
to employers and employees in the industry.
- Speak, exhibit, or appear at MBTA meetings, conferences, or other events, such as safety training
sessions.
OSHA and the MBTA will work together to achieve the following goals related to promoting the
national dialogue on workplace safety and health:
- Raise others’ awareness of, and demonstrate their own commitment to, workplace safety and health
when MBTA leaders address groups with safety and health concerns.
- Convene and participate in forums, roundtable discussions, or stakeholder meetings, as
appropriate, on the hazards identified above, to help forge innovative solutions that can be applied
in the workplace.
OSHA’s Alliances provide parties an opportunity to participate in a voluntary cooperative
relationship with OSHA for purposes such as training and education, outreach and communication and
promoting a national dialogue on workplace safety and health. These Alliances have proved to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party’s products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party’s products or services;
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine working procedures, and identify the roles and responsibilities of the
participants. In addition, they will meet at least three times per year to track and share
information on activities and results in achieving the goals of the Alliance.
This agreement will commence on the date of execution and remain in effect for two years. Any
signatory may terminate it for any reason at any time, provided they give 30 days written notice.
This agreement may be modified at any time with the concurrence of both signatories.
