Chapter 5: National Response Plan (NRP) Coordination

5.1 Purpose. This chapter sets forth the policy and guidance to execute the Department’s responsibilities under the National Response Plan (NRP). The NRP establishes a single comprehensive framework for the coordination of Federal support to State, local, and tribal governments and for exercising direct Federal authorities and responsibilities during domestic incidents.
5.2 Scope. These policies and guidelines apply to bureaus and offices assigned responsibilities in this chapter for planning and executing response activities under the NRP, and to organizational units supporting such activities.
5.3 Definitions.
A. Emergency Support Function (ESF). A grouping of government and certain private-sector capabilities into an organizational structure to provide the support, resources, program implementation, and services that are most likely to be needed to save lives, protect property and the environment, restore essential services and critical infrastructure, and help victims and communities return to normal, when feasible, following domestic incidents. The ESFs serve as the primary operational-level mechanism to provide assistance to State, local, and tribal governments or to Federal departments and agencies conducting missions of primary Federal responsibility.
B.
C. Incident
Annexes. These address contingency or hazard situations requiring
specialized application of the NRP. The
Incident Annexes describe the missions, policies, responsibilities, and
coordination processes that govern the interaction of public and private
entities engaged in incident management and emergency response operations
across a spectrum of potential hazards.
These annexes are typically augmented by a variety of supporting plans
and operational supplements.
D. Incident of National Significance. Based on criteria established in HSPD-5 (paragraph 4), an actual or potential high-impact event that requires a coordinated and effective response by an appropriate combination of Federal, State, local, tribal, nongovernmental, and/or private-sector entities in order to save lives and minimize damage, and provide the basis for long-term community recovery and mitigation activities.
E. Interagency Incident Management Group (IIMG). The IIMG is a Federal headquarters-level multi-agency coordination entity that facilitates strategic Federal domestic incident management for Incidents of National Significance. The Secretary of Homeland Security activates the IIMG based on the nature, severity, magnitude, and complexity of the threat or incident. The Secretary, Department of Homeland Security (DHS) may activate the IIMG for high-profile, large-scale events that present high-probability targets, such as National Special Security Events, and in heightened threat situations. The IIMG is comprised of senior representatives from DHS components, other Federal departments and agencies, and Non-Governmental Organizations (NGO), as required.

G. National Incident Management
System (NIMS). A system
mandated by HSPD-5 that provides a consistent, nationwide approach for Federal,
State, local, and tribal governments; the private sector; and NGOs to work
effectively and efficiently together to prepare for, respond to, and recover
from domestic incidents, regardless of cause, size, or complexity. To provide for interoperability and
compatibility among Federal, State, local, and tribal capabilities, the NIMS
includes a core set of concepts, principles, and terminology.

I. NRP Principal Planner. Individual assigned responsibility by the head of bureaus/offices for interagency coordination, planning, preparedness and response activities for NRP Emergency Support Functions (ESF), Incident Annexes or Support Annexes which are delegated to the bureau/office in accordance with this chapter.

K. Support Annexes.
These provide guidance and describe the
functional processes and administrative requirements necessary to ensure
efficient and effective implementation of NRP incident management objectives.

5.5 Policy.
A. The Department, as a whole and through its constituent bureaus and offices, is committed to meet responsibilities specified in the NRP.
B. As required by Homeland
Security Presidential Directive #5, the Department of the Interior will:
(1) Provide cooperation, resources, and support
to the Secretary of Homeland Security in implementing the NRP, as appropriate
and consistent with DOI authorities and responsibilities;
(2) Designate representatives to staff the Homeland Security Operations Center (HSOC), National Response Coordination Center (NRCC), and Interagency Incident Management Group (IIMG);
(3) Carry out responsibilities assigned in the Emergency Support Function (ESF) Annexes to the NRP, developing supplemental plans and procedures as required; and
(4) Establish connectivity with and report incidents to the National Joint Terrorism Task Force (NJTTF), the HSOC, and the National Counterterrorism Center (NCTC).
C. Responsibility for interagency coordination, prevention, preparedness, response, and recovery associated with NRP Emergency Support Functions (ESF), Incident Annexes, and Support Annexes may be delegated to individual bureaus or offices. Bureaus and offices assigned such responsibilities shall provide resources as necessary to plan and coordinate these activities and shall designate a NRP Principal Planner to serve as focal point for managing these responsibilities (see paragraph 5.6).
D. Bureaus and offices shall participate in interagency and Departmental training and exercise activities to ensure readiness to execute NRP responsibilities.
E. Bureaus and offices shall provide liaison to incident command and coordination entities in instances when DOI lands or other interests are impacted during Incidents of National Significance.
F. When Incidents of National Significance impact multiple bureaus or offices at the Federal regional level, the Interior Regional Emergency Coordinating Committee (I-RECC) may be activated to facilitate Departmental Coordination.
G. Bureaus and offices shall focus support of the NRP towards missions where DOI can provide the best contribution by applying specialized resources and capabilities.
H. Commitment of Departmental resources must be consistent with extant authorities. To the maximum extent possible, the Department will seek reimbursement for response activities undertaken in support of the NRP.
5.6 Responsibilities.
A. Assistant Secretary - Policy, Management and Budget is responsible for overall leadership and coordination of the Department’s support to the NRP.
B. Assistant Secretaries provide leadership and oversight to ensure bureaus and offices under their jurisdiction effectively provide support for NRP missions, and manage and execute delegated responsibilities.
C. Deputy Assistant Secretary - Law Enforcement and Security, provides direct oversight of NRP activities and assures Departmental representation on the IIMG.
D. Director, Office of Law Enforcement, Security, and Emergency Management (OLESEM) provides direction for DOI support under the NRP; assures Departmental connectivity, coordination, and representation as required at the HSOC, NJTTF and NCTC; and is assigned responsibility for management of Departmental responsibilities related to ESF#13 (Public Safety and Security), the Terrorism Incident Law Enforcement and Investigation Incident Annex.
E. Departmental Emergency Coordinator is responsible for assuring Departmental responsibilities under the NRP are effectively planned and executed; preparing guidance and procedures for implementing policy contained within this chapter; representing the Department at DHS/FEMA on matters related to NRP planning, preparedness, and response activities not otherwise delegated; planning, preparedness, and response activities related to Emergency Support Function #5 (Emergency Management) and the Catastrophic Incident Annex; and assuring coordination of Department-wide response activities during Incidents of National Significance.
F. Heads
of Bureaus and Offices are
responsible for supporting NRP mission requirements assigned to the Department,
consistent with Departmental priorities.
The following Directors and Heads of Office are delegated responsibility
for interagency coordination, planning,
preparedness and response activities associated with NRP Emergency Support
Functions (ESF), Incident Annexes and Support Annexes, and shall designate NRP
Principal Planners to execute these responsibilities:
(1) Office of Wildland Fire Coordination
(OWFC). Manages Departmental
responsibilities under the NRP which involve application of wildland fire
resources, specifically: ESF#1 (Transportation), ESF#4 (Firefighting), ESF#6 (Mass
Care, Housing and Human Services), ESF#7 (Resource Support and Logistics
Management), and the Logistics Management and Private Sector Coordination
Support Annex.
(2) Office of Financial Management (PFM). Manages Departmental responsibilities under the
NRP Financial Management Support Annex, providing procedures and guidance to
bureaus and offices regarding mission financial management and reimbursement,
and coordinating financial information related to operational activities.
(3) Office of the Chief Information Officer (OCIO). Manages Departmental responsibilities under the NRP ESF#2 (Communications).
(4) Office of Environmental Policy and
Compliance (OEPC). Manages
the Departmental responsibilities under the National Response Plan for that
portion of ESF #11 (Agriculture and Natural Resources) covering Protection of
Natural and Cultural Resources and Historic Properties (NCH Resources). Manages Departmental responsibilities under
the National Response Plan for ESF #10 (Oil and Hazardous Materials response),
and the Oil and Hazardous Materials Incident Annex.
(5) Office of Communications (OCO). Manages Departmental responsibilities under the NRP ESF#15 (External Affairs) and the Public Affairs Support Annex.
(6) Office of Occupational Health and Safety (OHS). Manages Departmental responsibilities under the NRP Worker Safety and Health Support Annex.
(7) Office of Insular Affairs (OIA). Manages Departmental responsibilities under the NRP International Coordination Support Annex and ensures that the interests of Insular Areas are adequately represented in NRP planning, preparedness, and response.
(8) Bureau of Reclamation (BOR). Manages Departmental responsibilities under the NRP ESF#3 (Public Works and Engineering).

(10) Minerals Management Service (MMS). Manages Departmental responsibilities under the
NRP ESF#12 (Energy).
(11) Bureau of Indian Affairs (BIA). Manages Departmental responsibilities under the NRP Tribal Relations Support Annex, and ensures that the interest of tribes and Native Alaskans are adequately represented in NRP planning, preparedness and response.
(12) National Park Service (NPS). Manages Departmental responsibilities under NRP ESF#9 (Urban Search and Rescue).
5.7 NRP Principal Planners. Bureaus and offices delegated responsibilities for Emergency Support Functions (ESF), Incident Annexes, and/or Support Annexes shall designate an NRP Principal Planner to manage planning, preparedness, and response activities related to the assigned ESF or annex. NRP Principal Planners shall:
A. Serve as the DOI point of contact for other departments and agencies for activities related to the assigned ESF, Incident, or Support annex.
B. Manage Departmental responsibilities under the assigned annex. This includes:
(1) Coordination with other bureaus and offices
as needed to support the annex, to ensure a unified DOI approach to and
participation in prevention, preparedness, response, and recovery activities
under the annex.
(2) Establishing procedures and providing guidance to assure readiness to respond to ESF or other annex activation and mission assignments on a 24/7 basis.
(3) Ensuring coordination with Bureau or Office Emergency Coordinators for National Response Plan annex-related activities.
C. Keep the Departmental Emergency
Coordinator apprised of all NRP activities.
D. Coordinate mission assignments in a manner
which will optimize reimbursement for resources deployed to support NRP
activities.
E. During response activities, assure compliance with reporting requirements in 900 DM 4.
F. OLESEM shall provide coordination for all ESF, Incident, and Support Annexes which are not specifically assigned to a bureau or office.
G. Tables 5.1, 5.2, and 5.3 summarize bureau and office assignments under the NRP:
