Purchase Cardholer Information

Information regarding Purchase Cardholders is frequently requested under the Freedom of Information Act (FOIA). The following lists USDA's cardholders and the individuals designated to manage the purchase card program at different organizational levels.

  • Agency Program Coordinators (APC)
    APCs are responsible for conducting agency-wide oversight of the purchase card program, including proper use of required sources of supplies and services. (Mar. 29, 2006)

  • Local Agency Program Coordinators (LAPC)
    LAPCs are responsible for the day-to-day operations of the purchase card program, working directly with the Cardholder. (Mar. 22, 2006)

  • Purchase Card Cardholders
    The cardholder is the individual to whom a purchase card is issued. The vast majority of cardholders have micro-purchase authority of $2,500 for supplies and services ($2,000 for construction). (Apr. 3, 2006)
