NAEP: Measuring Student Progress Since 1964

Collage of people and publications illustrating NAEP history

NAEP began in 1964, with a grant from the Carnegie Corporation to set up the Exploratory Committee for the Assessment of Progress in Education. The first national assessments were held in 1969. Voluntary assessments for the states began in 1990 on a trial basis, and in 2002, 2003, and 2005, selected urban districts participated in the assessment on a trial basis.

The development of a successful NAEP program has involved many, including researchers, state education officials, contractors, policymakers, students, and teachers. Explore the documents below to learn about NAEP's inception and evolution:

  • Read about the challenges NAEP has faced since its infancy—from the institution of voluntary state assessments to federally funded NAEP coordinators in each state. Released in April 2004 at AERA to coincide with NAEP's 40th anniversary, The Nation's Report Card: Evolution and Perspectives (Lyle Jones and Ingram Olkin, editors) traces these challenges.
  • Read a short history of NAEP and NAGB (620K PDF), Overseeing the Nation's Report Card: the Creation and Evolution of the National Assessment Governing Board (NAGB) by Maris Vinovskis, 1998.
  • View other documents about NAEP in the Research e-Center Library.
  • See a list of contractors who have been involved with NAEP since 1969.
  • See which states have participated in state NAEP since 1990.
  • Explore NAEP assessments since 1969; a table shows both main NAEP (national and state) and long-term trend NAEP.
