U.S.-CHINA COMMISSION ANNOUNCES THE REAPPOINTMENT OF DENNIS C. SHEA AND APPOINTMENT OF ROBIN CLEVELAND TO THE COMMISSION

Washington, D.C. – Chairman Carolyn Bartholomew and Vice Chairman Larry Wortzel are pleased to announce the appointment to the Commission of Mr. Dennis C. Shea and Ms. Robin Cleveland by Senate Republican Leader Mitch McConnell.  Their appointments are effective April 21, 2009 for a two year term ending December 31, 2010.  A copy of the Congressional Record is pasted at the end of the announcement.  
 
Mr. Dennis C. Shea is serving his second term as a member of the Commission.  He was originally appointed by Senate Republican Leader McConnell in February 2007.  During the past 20 years, Commissioner Shea has compiled a distinguished record of involvement in national public policy.  Commissioner Shea previously served as the Assistant Secretary for Policy Development and Research at the U.S. Department of Housing and Urban Development.  He also served as the Executive Director of the President’s Commission on the United States Postal Service.  Earlier in his career, Commissioner Shea was counsel and deputy chief of staff in the Office of Senate Republican Leader Bob Dole.  Mr. Shea received a B.A. in Government, M.A. in American History, and J.D. from Harvard University. Ms. Robin Cleveland is the Principal, Olivet Consulting, LLC.  To her current position Ms. Cleveland brings her clients three decades of legislative, management, budget and policy experience in national security and international economic and development affairs.   She has served as the Counselor to the President of the World Bank, Associate Director at the White House Office of Management and Budget and in a variety of positions serving US Senator Mitch McConnell on the Senate Intelligence Committee, Senate Foreign Relations Committee and the Senate Appropriations Committee.   During her tenure in the White House, Commissioner Cleveland co-led the inter-agency effort to develop two Presidential initiatives, the Millennium Challenge Corporation and the President’s Emergency Plan for AIDS Relief, reflecting her experience linking policy, performance and resource management. Ms. Cleveland graduated from Wesleyan University with honors.

The Commission’s twelve members are appointed by the joint Congressional leadership for two-year terms.  The Commission was created by Congress in 2000 to investigate and assess the economic and security implications of the U.S.-China relationship: http://www.uscc.gov/about/charter.php .
 
The Commission released its sixth Annual Report to Congress in November 2008, and began its 2009 public hearing schedule on February 17.  The Commission plans to hold a series of public hearings on a broad array of topics within its legislative mandate, to continue its examination of the industrial, regional, and national security implications and impacts of U.S.-China trade and investment. 

The next scheduled hearing will be held on April 30 in Washington, D.C. (Room 485 Russell Senate Office).  The hearing will focus on “China’s Propaganda and Influence Operations, Its Intelligence Activities that Target the U.S.”  The April 30 Hearing agenda and the full 2009 schedule of hearings is posted to the Commission’s web site at www.uscc.gov

   The PRESIDING OFFICER. The Chair, on behalf of the President pro tempore, pursuant to Public Law 106-398, as amended by Public Law 108-7, in accordance with the qualifications specified under section 1238(b)(3)(E) of Public Law 106-398, and upon the recommendation of the Republican leader, in consultation with the ranking members of the Senate Committee on Armed Services and the Senate Committee on Finance, appoints the following individuals to the United States-China Economic Security Review Commission: Dennis Shea, of Virginia, for a term expiring December 31, 2010, and Robin Cleveland, of Virginia, for a term expiring December 31, 2010, vice Mark Esper of Virginia.
