In March 2005, ICE SAC San Juan initiated an undercover investigation regarding a drug trafficking/money laundering organization led by Luis Peña-Peña. As a result of the investigation a total of 36 individuals were arrested; 1,967 kgs of cocaine were seized; in addition, to the seizure of 6 maritime vessels and $1.8 million. In December 2005, PEÑA-Peña and his associates orchestrated the kidnapping of the main ICE undercover agent in Colombia, S.A. and demanded a $2 million ransom while subjecting the ICE agent to a "narco trial".
