Secretary Duncan speaks at Oyster-Adams Bilingual Elementary School (pre-K through 8) in Washington, D.C., where the National Institute for Early Education Research (NIEER) released its State of Preschool 2008 Yearbook on the state of early education in the 50 states. The report shows that only one in five U.S. students has access to pre-school education and that the quality varies greatly by state. Answering queries from reporters about the chances of this state of education becoming exacerbated by the current financial problems around the country, Duncan said, "The president agrees that we're not going to balance our budgets on the backs of our young children. With the road to college beginning at birth, early education is a key determinant to success in school and in life." Duncan discussed how the economic stimulus programs just passed by Congress and the president support education from the cradle to a career, and highlighted the new support for early education, in particular the $5 billion for Head Start, the 0-5 Initiative and the President's Early Learning Program.
