U.S. Marshals Announce 1000th Arrest
 
United States Marshal Michael D. Credo proudly announced his agency’s “1000th” arrest, under a specially created Attorney General’s enforcement initiative. The initiative began in August 2006, in an attempt to reduce violent crime in the “Post-Katrina” New Orleans Metropolitan area. Critical components of the plan include additional funding and Deputy U.S. Marshals positions assigned to the local office. The program’s sole purpose is to assist local law enforcement by targeting, locating, and apprehending persons wanted for violent crimes. The initiative was easily incorporated into the Marshals existing “Crescent Star Fugitive Task Force,” which has been highly successful since its inception in 1999.

The “1000th” arrest took place on 06/03/08, at approximately 8:00am, in the 3200 block of Rue Parc Fontaine , in New Orleans, LA. The subject, Shaun Franklin, African American Male, 09/29/89, last known address 4134 Maple Leaf Drive, New Orleans, LA, was wanted by the Jefferson Parish Sheriff’s Office for multiple armed robberies and by the New Orleans Police Department for Armed Robbery and Carjacking. Within the past week, members of the Jefferson Parish Sheriff’s Office and the New Orleans Police Department requested Marshals Service assistance, to apprehend Franklin. USMS investigators immediately took steps to locate the wanted subject. Their investigation led the Task Force to an apartment, located in the 3200 block of Rue Parc Fontaine , on the morning of June 03, 2008. The Task Force and members of the New Orleans Police Department’s Violent Offender’s Warrant Squad entered the apartment and arrested Franklin without incident.

Marshal Credo attributed overall success to several factors, including: the steadfast dedication of his personnel and the many local law enforcement agencies who participate in the USMS Task Force, the public’s willingness to report the whereabouts of wanted subjects, and the efforts of law enforcement support groups such as “Crimestoppers” and the Metropolitan Crime Commission.

A summary of the initiative’s success is as follows: Approximately 1,010 physical arrests and the clearance of more than 1,300 outstanding criminal warrants. Noteworthy apprehensions include: (5) fugitives profiled on “America’s Most Wanted,” (5) USMS Major Cases, (55) of the New Orleans Police Department’s Most Wanted Fugitives, (26) Jefferson Parish “Top 100" fugitives, (3) St. Charles Parish “Most Wanted” fugitives, (42) Murder Suspects, (1) Fugitive wanted for the Murder of a Police Officer, (30) Fugitives wanted for Attempted Murder, (52) Fugitives wanted for Rape, and (160) Fugitives wanted for Sex Offenses. In addition (34) Illegal Firearms have been seized.

The U.S. Marshals Service EDLA sponsored CSFTF established itself in 1999 and is currently receiving extra support from the U.S. Attorney General and U.S. Department of Justice to fight post Hurricane Katrina violent crime and locate sexual predators in the New Orleans metro area. Current CSFTF members include the New Orleans Police Department, the Orleans Parish Criminal Sheriff’s Office, St. Charles Parish Sheriff’s Office, Louisiana Probation and Parole, and the U.S. Border Patrol. Other New Orleans metro area law enforcement agencies participating on a case by case basis include: Bogalusa Police Department, Jefferson Parish Sheriff’s Office, St. Bernard Parish Sheriff’s Office, U.S. Immigration and Customs Enforcement (ICE), U.S. Coast Guard Investigative Services, and Social Security OIG .
