  • On June 27, 2003, Chairman Powell wrote Department of Homeland Security Secretary, Thomas J. Ridge, proposing the development and approval of a Memorandum of Understanding. The focus of the Memorandum would be a DHS/FCC collaborative effort to maximize communications infrastructure security.

  • The Network Reliability and Interoperability Council will meet on March 14, 2003 to consider recommendations to facilitate service continuity and disaster recovery in the event of an attack on the nation's communications infrastructure. The Council will consider best practices for network restoration and disaster recovery/business continuity and receive progress reports from various focus groups, including a report on public safety.

  • On December 6, 2002, the Network Reliability and Interoperability Council met to consider recommendations to protect and strengthen the nation's telecommunications infrastructure against terrorist attacks or national disasters. News Release  At the meeting, four reports were issued:


  • On September 13, 2002, the Communications Industry Adopts Measures to Improve Emergency Preparedness of nation's telecommunications service. News Release

  • On August 19, 2002, the Commission announced the appointment of Qwest Communications CEO Dick Notebaert as Chairman of the rechartered Network Reliability and Interoperability Council.

  • On Jan. 7, 2002, the Commission re-chartered the Network Reliability and Interoperability Council (NRIC) to focus on lessons learned and existing vulnerabilities. NRIC Re-charter in PDF format.

  • In January, 2002, the Department of Justice and Department of the Treasury's Public Safety Wireless Network Program issued a report entitled: Answering The Call: Communications Lessons Learned From The Pentagon Attack. Report is available in PDF format.

  • On June 9, 2003, HSPC staff made a presentation before the Mid-America Regulatory Conference on the federal emergency telecommunications programs: telecommunications service priority, government emergency telecommunications service, and wireless priority service. Report in PowerPoint

  • On April 24, 2003, the Commission announced a joint FCC/NCS outreach program to secure priority restoration of telephone service for 9-1-1 centers. The Commission also announced it would act as the federal sponsor for 9-1-1 center priority restoration.

  • On November 15, 2002, the Commission requested comment on proposed amendments to its rules regarding dedicated short-range communication services in the 5.850 - 5.915 GHz Band (5.9 GHz Band) WT Docket No. 01-90, ET Docket No. 98-95, RM-9096.

  • On October 8, 2002, the Commission released a Report and Order authorizing land-based distress alerts called Personal Locator Beacons to operate in the 406 MHz band. WT Docket No. 99-366.

  • On July 12, 2002, the Commission released the Third MO&O in WT Docket 99-168, which established mandatory coordination zones near public safety base stations, within which commercial base station operators in the 746-764 and 776-794 MHz bands will be required to coordinate their operations with public safety licensees.   • On March 14, 2002, the Commission released the Fourth Memorandum Opinion and Order: In the Matter of the Development of Operational, Technical and Spectrum Requirement for Meeting Federal, State and Local Public Safety Communications Requirements Through the Year 2010.   • On February 27, 2002, the Commission released a Second Report and Order and Further Notice of Proposed Rulemaking allocating 50 megahertz of spectrum in the 4940-4990 MHZ band for fixed and mobile wireless services and designated the band for use in support of public safety.   • On February 14, 2002, the Commission adopted a First Report and Order that permits the marketing and operation of certain types of new products incorporating ultra-wideband ("UWB") technology.   • On February 14, 2002, WTB released a PN seeking comment on NITA's report on Current and Future Spectrum Use by the Energy, Water, and Railroad Industries.   • On January 30, 2002, NTIA submitted a study to Congress of the current and future use of spectrum by entities that protect and maintain the nation's critical infrastructure. Within six months after the release of this study, the Chairman of the FCC shall submit a report to Congress on the actions that could be taken by the Commission to address any needs identified in the NTIA Administrator's study.
