On June 27, 2003, Chairman Powell wrote Department of Homeland Security Secretary, Thomas J. Ridge, proposing the development and approval of a Memorandum of Understanding. The focus of the Memorandum would be a DHS/FCC collaborative effort to maximize communications infrastructure security.

NRIC VI Accomplishments: Word | Acrobat The Network Reliability and Interoperability Council will meet on March 14, 2003 to consider recommendations to facilitate service continuity and disaster recovery in the event of an attack on the nation's communications infrastructure. The Council will consider best practices for network restoration and disaster recovery/business continuity and receive progress reports from various focus groups, including a report on public safety.

On September 13, 2002, the Communications Industry Adopts Measures to Improve Emergency Preparedness of nation's telecommunications service. News Release On August 19, 2002, the Commission announced the appointment of Qwest Communications CEO Dick Notebaert as Chairman of the rechartered Network Reliability and Interoperability Council. On Jan. 7, 2002, the Commission re-chartered the Network Reliability and Interoperability Council (NRIC) to focus on lessons learned and existing vulnerabilities. NRIC Re-charter in PDF format. In January, 2002, the Department of Justice and Department of the Treasury's Public Safety Wireless Network Program issued a report entitled: Answering The Call: Communications Lessons Learned From The Pentagon Attack. The FCC created the Media Security and Reliability Council (MSRC) on March 28, 2002, and announced that Dennis J. FitzSimons, President and COO of Tribune Company, would be the Council chairman. Partnering Overview (PowerPoint) On April 24, 2003, the Commission announced a joint FCC/NCS outreach program to secure priority restoration of telephone service for 9-1-1 centers. The Commission also announced it would act as the federal sponsor for 9-1-1 center priority restoration.
