One proposal per institution. Institutions having an active or past GK-12 project are eligible to submit a new proposal, but they must coordinate evaluation efforts of any projects located on the same campus or working with the same school districts.  They must also specify the outcomes, lessons learned, best practices, and sustainability efforts of prior projects. Renewal proposals will not be accepted.

An organization can only submit a total of 4 proposals for this solicitation.

Only individuals may submit proposals. There is no limit on the number of fellows that an institution may host.

• There is a limit of four (4) preliminary proposals that may be submitted by an institution either as a single institution or as a lead institution in a multi-institution preliminary proposal.

A multi-institutional proposal is defined as one that has at least one co-PI at a different academic institution than that of the PI, a subaward to a different academic institution than that of the PI, or both.

An institution of higher education, non-profit organization or consortia of such institutions or organizations may be the LEAD partner in only one proposal per Partnership category – Targeted, Institute, MSP-Start and Phase II.

Organizations may be a non-Lead partner on more than one proposal.

For this competition, an institution of higher education and its institutionally affiliated foundation or research foundation are considered to be the same organization.

A central organization that acts as fiscal agent for multiple institutions in a university system is not considered to be the same as the individual colleges and universities that are part of the system, and may act as fiscal agent for one or more proposals submitted in response to this solicitation. 

RETA proposers may submit one or more RETA proposals.

There is no limit on the number of proposals per organization for ITEST.

• Limit on Number of Preliminary Proposals: Eligible institutions may submit three (3) preliminary proposals.

• RATIONALE: The PIRE program places a limit on the number of proposals that can be submitted by an institution in order to 1) facilitate the institutional review of possible preliminary proposals so that such proposals can strengthen international engagement beyond the level of a PI’s research group, promote optimal use of institutional resources and capabilities, and align with long-term strategic international goals of the institution(s); 2) limit the burden of proposal preparation and review on the S&E community; and 3) preclude unrealistic expectations on the part of U.S. and foreign partners.

• Proposers are strongly encouraged to develop synergistic collaborations with a wide range of U.S. academic institutions, including four-year and two-year institutions, in order to take advantage of complementary strengths in international research and/or education and broaden the impact of the proposed PIRE program. They are also encouraged to develop synergistic linkages with other domestic and international partners that will enhance the PIRE project, including research laboratories, professional societies, corporations, institutions of informal learning (e.g., museums, zoos), etc.

• Proposals for new PIRE projects as well as proposals for the renewal of PIRE awards made in 2005 may be submitted. The limit on the number of proposals an institution may submit as lead institution applies to the  combined total of new and renewal proposals.

• Limit on Renewals: If a substantial number of U.S. members of the proposed PIRE team, including the PI and co-PIs, have participated in a prior PIRE award, then this proposal will be considered a renewal. PIRE awards may be renewed only once.

• Limit on Number of Full Proposals: Subject to invitation.

Proposers may submit only one Institutional Transformation proposal or one IT-Catalyst proposal.  There is no limit on the number of PAID proposals that can be submitted.

Institutions are allowed to submit more than one Track 1 proposal.

Institutions may submit only one Track 2 proposal as either the Lead Institution of a Collaborative Proposal or the sole submitting organization.  Institutions may participate as a non-Lead Institution for additional Collaborative Proposals submitted to Track 2.  

Institutions may obtain funding for only one Planning Grant proposal over the lifetime of this solicitation (FY 2009 and 2010).

Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center.

Any institution may submit multiple multi-university center proposals provided that the proposed research topics involve different disciplines and support different industries.

An institution that awards baccalaureate degrees is allowed to submit only one Type 1 proposal, or to be part of only one consortium submitting a Type 1 proposal.  An institution that awards associate degrees, and does not award baccalaureate degrees, is allowed to be the lead institution on only one Type 1 proposal, and, in addition, may be a partner on one or more Type 1 proposals.  There are no restrictions on the number of Type 2 proposals that an individual or organization may submit.
