The Military Health System Honor Society, established in 2008 by Dr. S. Ward Casscells, former assistant secretary of defense for health affairs, recognizes the contributions of those who go above beyond in their daily lives and careers to improving the health of U.S. service members.

This year’s MHS Honor Society inductees have devoted their time, leadership and talents to furthering the mission of the Military Health System. The following inductees were recognized at a ceremony held on April 28 in Arlington, Va.:

Ms. Patricia Bradshaw, Dr. David Chu, Mr. Michael Dominguez, Mr. Robert Earl, Mr. Gordon England, Dr. Stephen Jones and Baroness Emma Nicholson were previously inducted into the MHS Honor Society.

On that same evening, the Office of the Secretary of Defense Medal for Exceptional Public Service was awarded to four individuals who have provided outstanding contributions to the Department of Defense. The Office of the Secretary of Defense’s highest non-career award was given to Dr. Michael Kussman, Dr. Julie Gerberding, Adm. Joxel Garcia, and Dr. Akhila Kosaraju..

Dr. Michael J. Kussman was recognized for exceptional public service as under secretary for health in the Department of Veterans Affairs and as co-chair of the Department of Defense/Department of Veterans Affairs (DoD/VA) Health Executive Council from May 2007 to April 2009. His work to expand VA poly-trauma centers produced unparalleled survival and restoration of severely injured service members to levels never achieved before.

Dr. Julie L. Gerberding was recognized for exceptional public service as director of the Centers for Disease Control and Prevention from July 2002 to January 2009. She provided collaborative interagency leadership for our nation’s bioterrorism preparedness, and provided major contributions to technical capacities of DoD laboratories worldwide.

Adm. Joxel Garcia was recognized for exceptional public service as assistant secretary for health of the U.S. Department of Health and Human Services from March 2008 to January 2009. Garcia played a pivotal role in the historic memorandum of agreement between the U.S. Public Health Service (USPHS) and Defense Department, detailing 200 USPHS officers to supplement care for wounded warrior psychological health needs.


Dr. Akhila Kosaraju was recognized for exceptional public service as special assistant to the assistant secretary of defense for health affairs, from December 2007 to April 2009. In pursuit of improved global health, Dr. Kosaraju worked with Africa Command to establish new initiatives aimed at using cell phones as a means to better health care in remote regions of Africa.

There is always so much going on throughout the Military Health System--from changes and updates to TRICARE benefits, to breaking health care news, to events and conferences, to new medical training and education opportunities, and recently published medical research. It can often be difficult to keep track of it all!

That is why the MHS has launched MHS Vital Signs, its first monthly news e-bulletin bringing MHS information directly to your e-mail inbox and to the MHS’s Web site, at www.health.mil/vitalsigns. MHS Vital Signs will help to keep MHS staff and beneficiaries connected and informed on what is happening in and around the MHS.

We asked, and you delivered. While we regularly hear from our readers in comments and discussions, last month we asked you to show us something great in the Military Health System.

In March, health.mil put out a call for your videos about military health care, which were submitted via TroopTube and YouTube. We are now happy to host both of the winning videos on here health.mil, each displaying the spirit and quality of military medicine.

Congratulations to our winners:
 
  • MC4 Product Management Office (under the command of Lt. Col. William Geesey) at Ft. Detrick, Md., with Master Sgt. Wynton E. Hodges of Fort Sam Houston, Texas.
  • 882 Training Group at Sheppard Air Force Base, Texas (under the command of Col. Nancy Dezell).

In MC4’s submission, Army Master Sgt. Wynton Hodges, a combat medic, talks about how his own health care benefitted from the use of in-theater electronic medical records after he sustained an injury. Watch the video.

Ellen P. Embrey, acting assistant secretary of defense for health affairs, appeared before the Senate Armed Forces Committee on Wednesday, April 29, to update the committee on the Military Health System’s organization and operations.  

In one of her first official acts as acting assistant secretary following the departure of former Assistant Secretary of Defense for Health Affairs Dr. S. Ward Casscells, Embrey described the organization’s expanded military medical requirements following the events of September 11, 2001, and six years of concurrent military operations in Iraq and Afghanistan; outlined organizational changes undertaken to combine medical headquarters operations and improve organizational efficiency; and the many ways in which the Military Health System has improved the quality and consistency of care for America’s military men and women, particularly those with traumatic injuries.
 
Below are some major health affairs operations highlighted in Embrey’s testimony:
 
  • Deployment of 95,000 military medical personnel to support U.S. war fighers in the theaters of operations, including the development of a new theater trauma registry and electronic health record
  • New research and treatments to address traumatic injuries and wounded warrior rehabilitation and recovery, including establishment of the new Defense Centers of Excellence for Psychological Health and Traumatic Brain Injury
  • U.S. military health stabilization and reconstruction responses to catastrophic natural disasters at home and abroad
  • Establishment of Africa Combatant Command (AFRICOM) to help build public health infrastructure, provide humanitarian assistance and manage pervasive disease

Embrey closed her testimony with the following statement:

“The Military Health System is the largest, most dynamically complex health care organization in the world. Each individual component – Health Affairs, TRICARE Management Activity, the Military Departments’ Surgeons General…the Joint Staff Surgeon, and the Combatant Command Surgeons – deserves great credit for what we have accomplished collectively in this ever changing environment. Together we have significantly improved the efficiency and effectiveness of the Military Health System, under extraordinary circumstances, and with your help and support, we will remain committed to better serving the needs of America’s military men and women and their families.”

As program manager for the Defense Health Information Management System (DHIMS), I would like to thank you for your continued interest and support in our efforts toward building the premier global electronic health record, AHLTA, and the Theater Medical Information Program (TMIP) family of systems.

It is important that this office keeps you informed of our achievements, challenges and milestones as we work to provide a trusted, comprehensive health information management system that seamlessly captures, manages and shares health information from the theater of operations to the home front and beyond in support of our service members and our military family.
 
Provided for your information is the May 2009 issue of our quarterly newsletter, The BEAT. In this issue, we talk with Military Health System Program Executive Officer Ms. Mary Ann Rockey, regarding her objectives for the Joint Medical Information System (JMIS), as well as AHLTA’s Champions for the Services Capt. Robert C. Marshall (Navy), Lt. Col. Han Pak (Army) and Col. Jose Ibanez-Pabon (Air Force) on the way ahead for AHLTA. We also highlight the deployment of the TMIP Block 2 Release 1 software, the AHLTA-Dental capabilities integrated into the highly anticipated AHLTA 3.3 release and the Medical Situational Awareness in the Theater (MSAT) Advanced Concept Technology Demonstration (ACTD).
