Jacqueline O’Reilly, Grant Program Specialist

Jacqueline O’Reilly serves as a Program Specialist with the SMART Office for the U.S. Department of Justice, Office of Justice Programs (OJP). Ms. O’Reilly manages SMART Office grant programs, which include: Sex Offender Management Assistance grant program; Juvenile Sex Offender Treatment Program and Capacity Development grant program, and Comprehensive Approaches to Sex Offender Management grant program.

Prior to joining the SMART Office, Ms. O’Reilly served as a Program Manager with the Office of Juvenile Justice and Delinquency Prevention (OJJDP) where she worked on various Child Protection Division programs to include the OJJDP Internet Crimes Against Children Task Force Program; the Children’s Advocacy Center Program and the CASA Program.

Ms. O’Reilly is a clinical social worker who has worked in the child abuse and victim services field for 14 years. Her work has included both direct service as well as program and policy development. Ms. O’Reilly began her career as a child protective services social worker for the District of Columbia, where she managed protective supervision cases. Her experience includes working as a Clinical Case Manager for the U.S. Navy Family Advocacy Program where she managed child abuse and domestic violence cases and held the FAP position on the child abuse Case Review Committee. Ms. O’Reilly also served as a Child Interview Specialist for the United States Attorney’s Office for the District of Columbia (USAO-DC) where she conducted forensic interviews for child sexual abuse investigations. While at the USAO-DC, Ms. O’Reilly gained experience in working with a range of cases from intra-familial child sexual abuse to human trafficking and was a member of the child abuse multi-disciplinary team. During her career, Ms. O’Reilly has interviewed over 400 children regarding child abuse allegations and witnessing to violence and routinely assisted in the preparation of child abuse cases for criminal and civil trials. Prior to working at the Office of Justice Programs, Ms. O’Reilly worked in the Office for Victim Assistance at the Federal Bureau of Investigation where she developed the Terrorism Victim Assistance Program. Her duties ranged from crisis response with victims of terrorist attacks and hostage situations; apprizing victims of their rights; coordinating family briefings on terrorism investigations such as the 9/11 attacks and Al-Zarqawi attacks; and creating and managing the Victim Assistance Rapid Deployment Team.

Ms. O’Reilly received a B.A. in History, cum laude, from Wellesley College and a Master of Social Work from the University of Pennsylvania. She is a Licensed Independent Clinical Social Worker in the District of Columbia.
