Office of Justice Programs SMART - Sex Offender Sentencing, Monitoring, Apprehending, and Tracking

Welcome to the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) site. The SMART Office was authorized in the Adam Walsh Child Protection and Safety Act of 2006, which was signed into law on July 27, 2006.

The responsibilities of the SMART Office include providing jurisdictions with guidance regarding the implementation of the Adam Walsh Act, and providing technical assistance to the states, territories, Indian tribes, local governments, and to public and private organizations. The SMART Office also tracks important legislative and legal developments related to sex offenders and administers grant programs related to the registration, notification, tracking, and monitoring of sex offenders.

How to submit materials to the SMART Office
Every registration jurisdiction is invited and encouraged to submit materials for review to the SMART Office. Click here for instructions on how to submit your information.

Status of Implementation
The Attorney General has granted a blanket one-year extension to all jurisdictions for substantial implementation of SORNA.  The new deadline for all jurisdictions to substantially implement SORNA is now July 26, 2010.   The order granting that extension can be found here.

Model Tribal Sex Offender Registration Code
The SMART Office, with the assistance of a national panel of experts, has compiled this Model Tribal Sex Offender Registration Code to assist registration jurisdictions as they endeavor to substantially implement SORNA. It is available in Word format here or Adobe Acrobat format here.
