Admin/PDAT/Disability Allocations

Subject: Final 2009 Commission Administrative Allocations and Instructions for Amending Administrative, PDAT, and Disability Grants

Date: March 13, 2009

The Omnibus Appropriations bill was signed by President Obama on March 11, 2009. Attached is the chart showing the final amounts for your 2009 Administrative, PDAT, and Disability allocations .

2009 Award of Final Administrative Allocations

Please note there have been changes to the final 2009 Administrative allocation chart to reflect the Bureau of Census 2008 Population estimates now in effect. Those changes may require adjustments in the Administrative application budgets for some states. PDAT and Disability applications, since they are based on the number of programs and members, are not affected.

In the event your Administrative Grant allocation has changed as a result of state population adjustments, you will need to amend your final budget submission.

Impact of the December 31, 2008 FFR on Carryover Availability for Administrative, PDAT, and Disability Grants

As noted in our original guidance, unexpended funds reported on the FFR for the period ending 12/31/08 will be deducted when we award the remainder of your 2009 grants. Estimated unexpended funds amounts that were included in Administrative, PDAT and Disability applications submitted in November have been compared in the FFR. In circumstances where the estimated amount exceeds the funds reported in the FFR, you will need to modify your budget accordingly.

If no adjustments are needed on your Administrative, PDAT, or Disability awards we will start processing them for award on March 23rd.

Required Commission Actions:

Your program officer will initiate an amendment on the affected Administrative, PDAT, and Disability grant applications and return them to you to do the following:

  1. Make the budget revisions according to your new allocation;
  2. If necessary, adjust the unexpended amount that you intend to carryover and make related budget adjustments; and
  3. Re-submit the adjusted amendment to the Corporation by COB Tuesday, March 24, 2009.

If you wish to modify any of your applications prior to the final award, and the application was not otherwise returned to you, please request your PO initiate an amendment by March 20th. All applications must be resubmitted to the Corporation by COB Tuesday, March 24, 2009.

Administrative and PDAT Supplemental Awards

The Corporation has the following amounts available for eligible Commissions that want to request supplemental funds:

Commission Administrative Funds: $520,386

PDAT Funds: $556,567

Once we complete awards for the balance of your Administrative or PDAT allocation, the Corporation will allocate the available Administrative funds to those states requesting them based on our population-based formula. PDAT funds will also be allocated based on a pro-rata amount for each category. Program officers will initiate another amendment and return it to you in eGrants to amend your budget up to the amount of supplemental funds available to your state. Supplemental awards will be made only for activities consistent with the allowable uses of Administrative and PDAT funds.

Remember that we will only offer supplemental funds to commissions who request their full allocations, demonstrate the capacity to use the additional funds, and are free of outstanding compliance or audit issues that would preclude an award of supplemental funds.

Actions required for commissions to request Administrative and/or PDAT Supplemental Awards:

If you wish to request supplemental funds, and an amendment was not otherwise returned to you, you must alert you PO by March 20th.

Commissions that want to request supplemental Administrative and PDAT funds must note the amount they are requesting and describe how they will use the supplemental funds in the “Program Narrative Continued” section in eGrants. The budget will not be adjusted at this time.

Disability Supplemental Awards

The Corporation has $389,405 available for supplemental Disability grant funding. The process for requesting supplemental Disability funds was established in the application instructions for the Disability grant. In order to be considered, your request must have been received as part of your Disability application.

2009 Final Administrative Award and Supplemental Administrative, PDAT, and Disability Awards Timeline:

March 17, 2009: Your program officer will begin initiating amendments to the Administrative, PDAT, and Disability grants.

March 20, 2009: Last day to request your PDAT application be returned to include a request for supplemental funds.

March 24, 2009: Last day to return your applications with an approved revised budget.

April 3, 2009: Last day for the Corporation to award final Administrative, PDAT, and Disability grants.

June 5, 2009: Last day for the Corporation to award supplemental Administrative, PDAT, and/or Disability awards.

Please remember awards will not be made to commissions if the following issues are present: non-submission of financial reports; non-submission of closeout documents, or failure to reconcile grant closeouts; failure to meet match; and/or outstanding A-133 or IG audit issues.
