2008 GARP Update conference call to commissions

On Tuesday, March 25th, we will host a conference call as we have done in the past to give you an update on where we are in the GARP process. This update will include a general overview of information regarding the process to date. We will not discuss the status of specific programs. The call will be recorded so that in the event that you cannot make the call, you may listen to it at a later time.

2008 New/Recompete Clarification Process

As reviewed at the Executive Directors Conference in December and discussed on our cluster calls, the GARP process differs this year with the inclusion of an application clarification period prior to our funding decisions and notification to you of awards. This is a critical period in the review process, and it is imperative that commission and commission subgrantee program staff are available to respond quickly and completely to the clarification items.

Dates of clarification: March 26th through April 25th

Content of clarification: Commissions may be contacted during this time period to respond to questions and to clarify portions of your programs’ applications. Questions might pertain to any aspect of your programs’ applications, including the narratives and the budgets. Applicants were not required to submit performance measures in their initial application; although, some did. Those who did not may be asked to submit performance measures during the clarification period.

If we do not receive a timely and adequate response to the clarification items, the application might be removed from consideration for funding.

Important: Please note that a request for clarification does not guarantee that an application will be approved for funding, nor does the lack of a request for clarification necessarily indicate that an application will not be approved for funding.

2008 Formula Allocations and Guidance

By this time of the year, you are accustomed to having received a formula allocation chart. We are a bit behind because we are working to certify the amount of funding and MSYs available to you in FY2008. In addition, you will recall that this year our appropriation included language that would allow you to receive your formula allocation according to your proposed plan to use the resources. Since this is the first year that we have had this flexibility, we want to ensure that the guidance we send to you is correct and sufficient. We anticipate having the formula allocation chart and guidance prepared and sent to you by the end of this month.

Administrative and Disability Grant Supplemental Awards

We will notify commissions who requested supplemental Administrative and Disability funds by March 28th of the amounts allocated and approved. Awards will be made shortly thereafter.

September 2008 Commission Executive Directors Conference

We were unable to find adequate accommodations for the originally planned dates for the next Executive Directors Conference. Accordingly, we have confirmed space in the DC metropolitan area for the alternative dates below. We will send you information about the agenda and logistics for the meeting at a future time.
