The Uptown/Carrollton district is composed of two distinct neighborhoods. The Uptown area is home to a diverse population with a wide range of ethnic, economic, and age characteristics. There is a mix of residential, commercial, and industrial activities, although many of the industrial areas on the outskirts are blighted.

The Carrollton neighborhood has an oak-lined avenue faced by bungalows, mansions, and shotgun houses. Institutions dominate the area, especially universities, schools, and churches, plus neighborhood-scale commercial areas such as Oak Street and a commercial strip along Carrollton and Earhart Expressway.

Rosen House
Tulane University

Tulane University Rosen House dormitory, courtesy www.tulane.eduRosen House was a student housing building located on the campus of Tulane University. The basement and upper floors of the eight-story, 151-unit apartment structure were damaged by winds, wind-driven rain, and flood water as a result of Hurricane Katrina. The university decided to demolish the structure and relocate its function elsewhere on the campus.

Wilson Elementary School

High winds and flood waters from Hurricane Katrina damaged the three buildings at Wilson Elementary School.  The Recovery School District is planning to construct a 40,000-square-foot addition to the existing main school building. Additional construction work at the site includes the demolition of the annex and lodge buildings along with their associated foundations and utilities. This project is being evaluated under the Alternative Arrangements because it involves critical infrastructure in Greater New Orleans.
