Alternative Arrangements E-mail updates
The great growth east of New Orleans did not occur until after World War II, when post-war subdivisions were created for those who preferred a more suburban lifestyle. Many of these new developments found their prime market to be rising middle-class African Americans leaving older and poorer sections of the city. More development further east was envisioned during the oil boom of the late 1970s, including a large, planned development called "New Orleans East." Only a portion was built before the oil bust, but many New Orleanians started calling the whole area by the name of the planned development.
Before Hurricane Katrina, New Orleans East was a self-sufficient, bedroom community in New Orleans that contained all the elements necessary to sustain its residents. In addition, New Orleans East comprises a major industrial corridor for New Orleans.
St. Mary's Academy in New Orleans East sustained extensive damaged during Hurricane Katrina. Its eight buildings took on significant water and had mold and asbestos issues. It is the intention of the applicant to completely demolish St. Mary's Academy's eight buildings. The plan is to rebuild the school in compliance with current code requirements; however, the footprint of the new facility is unknown. This project is being evaluated under these Alternative Arrangements because it involves critical infrastructure in GNO.
The high winds, heavy rain, and the resultant flooding from Hurricane Katrina caused extensive damage to F.C. Williams Middle School. The Recovery School District (RSD) intends to renovate the existing structures at the site and repair or replace the underground utilities. If the final estimate for the repair of the auditorium exceeds 50%, of the cost to rebuild the facility then the RSD would demolish and replace this facility. This project is being evaluated under the Alternative Arrangements because it involves critical infrastructure in Greater New Orleans.
