The U.S. Census Bureau conducts an annual survey of government employment as authorized by Title 13, United States Code. This survey measures the number of government civilian employees and their gross payrolls for one month. Data are for the month of October for 1995 and all years prior. Beginning with the 1997 survey, data are for the month of March. There was no survey between October 1995 and March 1997.
