Competitive Revisions (Recovery Act)

Summary Through this Notice, the National Institutes of Health (NIH) announces the opportunity for investigators and United States institutions/organizations with active NIH-supported research project grants (including SBIR and STTR) to submit revision applications (formerly termed competitive supplements) to support a significant expansion of the scope or research protocol of approved and funded projects. Support for these revision applications will come from funds provided to the NIH through the American Recovery and Reinvestment Act of 2009 ("Recovery Act" or "ARRA"), Public Law 111-5.   In addition, Recovery Act funds allocated to NIH specifically for comparative effectiveness research (CER) may be available to support competitive revisions. Projects receiving these funds will need to meet this definition of CER: "a rigorous evaluation of the impact of different options that are available for treating a given medical condition for a particular set of patients. Such a study may compare similar treatments, such as competing drugs, or it may analyze very different approaches, such as surgery and drug therapy." Such research may include the development and use of clinical registries, clinical data networks, and other forms of electronic health data that can be used to generate or obtain outcomes data as they apply to CER. This opportunity is one of several being offered by NIH and NINR to help fulfill the goals of the American Recovery and Reinvestment Act (ARRA) to help stimulate the economy through support of biomedical and behavioral research. Additional information about the Recovery Act and related NIH opportunities is available through the NIH Office of Extramural Research (http://grants.nih.gov/recovery).   NINR Areas of Scientific Priority for Competitive Revisions Applications for competitive revisions must comply with all criteria detailed in NOT-OD-09-058 and be highly relevant to the NINR mission and strategic plan. Broad topic areas include: --Health Promotion and Disease Prevention --Symptom Management, Self-Management, and Caregiving --End-of-Life and Palliative Care --Integrating Technology into Clinical Practice --Reducing and Eliminating Health Disparities NINR will consider all applications in response to this announcement from current holders of R01, R21, P01, and U01 awards supported by NINR. In addition, NINR seeks applications in response to this annoucement from current NINR grantees that hold P20 or P30 Centers grants. These competitive revisions for Center Grants are intended to offer investigators the ability to form new partnerships and interdisciplinary teams that were not anticipated at the time of submission of the parent award or which have presented as a new opportunity since the original funding of the application. In addition to being highly relevant to the NINR mission and strategic plan, applications for competitive revisions are intended to support the growth of nursing science through the creation of partnerships. Partnerships that bring together ideas and approaches from disparate, interdisciplinary scientific disciplines are particularly encouraged, as are those involving individuals from groups that are currently underrepresented in nursing science (e.g. rural, underserved, or vulnerable populations). These activities must extend the scope of the approved aims of the parent project, and are expected to provide novel scientific approaches to the research aim for the NINR grantee and collaborators.  Examples include: --Collaboration of two or more disciplines such as epidemiology, robotics, mathematical systems science, and genetics. --Partnerships with other institutions to utilize existing resources, advanced technologies, or databanks of genetic information, such as those supported by GWAS (Genome-wide Association Studies). --Collaborations to promote the use of standardized instruments across studies. --Collaborations to promote the study of nanotechnology. --Partnerships with community organizations or less intensive research institutions. NINR Funding Priorities In response to this Notice, NINR will only accept applications from current holders of NINR-supported awards with one of the following mechanisms (activity codes): R01, R21, P01, P20, P30, or U01. Overall, NINR expects to devote approximately $3.6 million to this opportunity. Of this, $2.0 million will be used for competitive revisions to Center awards (P20 and P30) and $1.6 million will be used for supplements to Research Project Grants (limited to R01, R21, P01, and U01). These totals are only approximate; final amounts will depend on the number of applications received, funds available, and scientific merit of the applications as determined through peer review.    For Center revisions (P20 and P30 only): applicants may request up to $200,000 per year in total costs. For Research Project Grant revisions: applicants may request up to $150,000 per year in total costs.
