Administrative Supplements


An administrative supplement is an increment in funding to support research that is within the original scope of an active NIH research grant (parent grant).  Requests for administrative supplements for NHLBI grant awards do not require evaluation by an initial peer review group but are subject to review and approval by NHLBI program and grants management staff.  They are also contingent upon the availability of funds and may be subject to review by the National Heart, Lung, and Blood Advisory Council.  For consideration for support for funds available through the ARRA, a proposed supplement must promote job creation and economic development and increase the pace and achievement of scientific research.  Due to the limited, two-year nature of the ARRA, supplements supported with ARRA funds may only be requested for up to two years; therefore, the scope and budget of a requested supplement must be constrained to efforts that can be accomplished within that limited timeframe.  Requests for administrative supplements to begin in FY 2010 will be limited to one year of supplemental funding.

The text below provides critical additional guidance for the NHLBI’s participation in four NIH-wide Administrative Supplements:

I.   NOT-OD-09-056: Recovery Act Funds for Administrative Supplements


Eligibility

  • Administrative supplement requests may only be used to support research employment opportunities for new full-time-equivalent (FTE) employees (i.e., individuals who have not been previously supported on the parent grant) who are:
  1. pre-doctoral students, including medical students in “off years” (medical students seeking extended time off for research experience) or on shorter term breaks
  2. postdoctoral trainees or fellows
  3. recent (within 3 years) college and master’s degree graduates
  • The following active NHLBI Research Project Grants are eligible for supplement requests in the three areas listed above: R01 and R21.
  • Only awards under active funding, i.e., not under a No Cost Extension (NCE), are eligible for an Administrative Supplement. Supplements may be requested for an award with less than 12 months of active funding remaining, but only with the understanding that the grantee will have to initiate a timely request for a first NCE according to the usual procedures. Grantees should assume that a supplement cannot be awarded any sooner than two months from the date of receipt of a supplement request.

The NHLBI will give priority to requests that

  • Are submitted by principal investigators who were qualified to receive their current awards as Early Stage Investigators or New Investigators, and

  • Include the curriculum vitae for a specific individual to be supported with the ARRA funded supplement.

NHLBI funding decisions will reflect an appropriate balance among the Institute’s program priorities and any relevant demographic and geographic considerations.

Requests for administrative supplements that are deemed to be outside the scope of the parent grant will not be considered for funding.

Budget
Funds may only be requested for:

  1. salary support for the FTE
  2. supplies for the FTE, not to exceed $30,000 direct costs/FTE/year

Due to the limited, two-year nature of ARRA funds, supplements may only be requested for up to two years; therefore, the scope and budget of a requested supplement must be consistent with what can be accomplished within that limited timeframe.  Requests for administrative supplements beginning in FY 2010 will be limited to one year of funding.

No more than one new FTE may be requested per parent grant. Requested budgets must be reasonable and appropriate for the work being proposed.  In addition, requests for supplements must describe how the requested funds will be spent effectively by the end of the FY 2010 budget period.

II. PA-08-190 Research Supplements to Promote Diversity in Health-Related
     Research

The NHLBI will consider using ARRA funds to support administrative supplements in response to PA-08-190.  Due to the limited, two-year nature of ARRA funds, supplements may only be requested for up to two years; therefore, the scope and budget of a requested supplement must be consistent with what can be accomplished within that limited timeframe.  Requests for administrative supplements beginning in FY 2010 will be limited to one year of funding.  Please refer to PA-08-190 for the objectives, eligibility information, and application and submission information, as well as other details.

Receipt Date
Requests for supplements using ARRA funds are due by April 17th.  To submit a request for a supplement that will not use ARRA funds, follow the schedule provided in PA-08-190.

III. PA-08-191 Research Supplements to Promote Re-Entry into Biomedical and
      Behavioral Research Careers

The NHLBI will consider using ARRA funds to support administrative supplements in response to PA-08-191.  Due to the limited, two-year nature of ARRA funds, supplements may only be requested for up to two years; therefore, the scope and budget of a requested supplement must be consistent with what can be accomplished within that limited timeframe.  Requests for administrative supplements beginning in FY 2010 will be limited to one year of funding.  Please refer to PA-08-191 for the objectives, eligibility information, and application and submission information, as well as other details.

IV. Administrative Supplements Providing Summer Research Experiences

V.  Administrative Supplements for K99 Phase of K99/R00

As part of the NOT-OD-09-056: Recovery Act Funds for Administrative Supplements, the NHLBI is offering K99/R00 awardees an option to request one additional year of support for the K99 phase. However, please note that:

    • This is a one-time modification of the K99/R00 mechanism made possible by ARRA support.
    • Only awardees in their final year of the K99 phase may request a supplement and only one additional year may be requested.
    • The additional year will be awarded as a K99 T-3 to the final year of the K99 phase and will be made in accordance with all the required ARRA business processes.
    • ARRA funding restrictions preclude flexibility in funding so that funds remaining in a K99 T-3 funded with ARRA money cannot be carried over into the R00 phase.
    • Acceptance of an ARRA supplement may lead to a delay in funding the T-4 R00 phase unless any remaining K99 T-3 funds are relinquished.

Eligibility

  • K99/R00 awards must be in the final year of their K99 phase for FY 2009 funding consideration. 
  • K99 awards presently under a one year No Cost Extension in FY 2009 are not eligible to apply for an administrative supplement.

Preparing a K99 Administrative Supplement Request

Applicants must include:

    • An explanation of the how the activities proposed during the supplement advance the ARRA goals and objectives
    • A summary of progress on the career development plan that includes an explanation of how an ARRA-funded supplement will enable its completion
    • A summary of progress on the research plan from the PI and from the mentor along with a plan update for the additional K99 year
    • A summary of efforts made to date to obtain a tenure track (or equivalent) position, including such information as the number of interviews attended, responses to job announcements, and number of CVs distributed
    • A summary of strategies to be employed in seeking future academic positions during the additional K99 year
    • An itemized budget that is consistent with the K99 Phase of the award

Receipt Dates
Requests for FY 2009 ARRA funds must be received by June 1, 2009.

Requests for FY 2010 ARRA funds must be received within six months of the identified need for a K99 ARRA administrative supplement.  Requests will be accepted on the following receipt dates:

  • October 26, 2009 (for grantees with the K99 phase expiring between December 31, 2009 and March 31, 2010) and
  • March 29, 2010 (for grantees with the K99 phase expiring between April 1, 2010 and August 31, 2010)
