Information Security Oversight Office (ISOO)

The Defense Security Service (DSS) has implemented a modernization initiative to enhances the effectiveness of the entire security community through standardized data sharing with customers and end users. DSS utilizes a number of web-based systems that allow real-time communication and are designed to protect "For Official Use Only" (FOUO) information.


The following are products restricted to authorized users.


The Letter of Consent (LOC) and Receipt System and Electronic Personnel Security Questionnaire (EPSQ)

This site provides information regarding personnel security clearances and submitted personnel security clearance applications of contractor employees under the cognizance of DSS. This information is provided in accordance with paragraph 2-208 of the National Industrial Security Program Operating Manual (DoD 5220.22-M).

The Electronic Personnel Security Questionnaire (EPSQ), Letters of Consent (LOC), Change LOC User Password utility, and Registration for access to the LOC system are for contractor use only.

Access to the LOC System requires the submittal of a LOC Systems Access Request (SAR), which may be downloaded online. Only individuals authorized by cleared contractor facilities in the National Industrial Security Program (NISP) may access this system.

Central Verification Activity (CVA)

The CVA provides the following information on facilities with an active clearance:

  • Facility Clearance Level
  • Classified Storage Level
  • Mailing Address v
  • Physical Address
  • CAGE (Commercial and Government Entity) Code
  • Facility Security Officer (FSO) name and phone number
  • Responsible DSS Industrial Security Representative

This information is provided only to the following groups:

  • Cleared Facilities
  • Department of Defense Elements
  • U.S. Federal Government Agencies under the National Industrial Security Program (NISP)
  • Military contracting and security authorities

The Defense Clearance and Investigations Index (DCII)

The DCII System is an automated central index that identifies investigations conducted by DoD investigative agencies and personnel security determinations made by DoD adjudicative authorities. The DCII is operated and maintained by DSS on behalf of the DoD components and DASD (I&S). Normally, DSS limits DCII access to the Department of Defense and other federal agencies that have adjudicative, investigative and/or counterintelligence missions.
