SUBJECT: ALLOWANCE AND POST DIFFERENTIAL RECLASSIFICATIONS
                   TL:SR-581 (PART A)

Effective January 2, 2000, unless otherwise noted, Allowances and/or Post Differential Rates are revised as shown. These changes will be part A of TL:SR-581.

Please inform local offices of all U.S. government agencies at the posts listed in this cable. Abbreviations and short form designations of posts will be used in this telegram; complete post entries will be shown in the subsequent pages of printed section 920.

Important: Read this entire message as posts may be listed more than once. Changes are listed by Allowance or Differential rather than by post.

Taiwan has been included, when applicable, under arrangement with the American Institute in Taiwan.

All Post Allowance changes are based on currency exchange rate information reported to the Office of Allowances as of the first Tuesday of the pay period (December 21, 1999).

All Education at Post rate changes are based on new information supplied by posts for the 1999/2000 school year.

Post Deletions from Section 920 of the DSSR: Per the Panama Canal Treay of 1977, the Canal Area (Pre Treaty) will officially be turned over to the Panamanian Government at 12:00 noon on December 31, 1999. After this time, the Canal Area will be considered part of the foreign area of the Republic of Panama for allowances and benefits purposes. As a result, effective January 2, 2000, the listings for Canal Area (Pre Treaty), Panama and "Other" (Pre Treaty), Panama are eliminated from DSSR Section 920.
