  • In 1982, President Ronald W. Reagan's Task Force on Victims of Crime first identified the faith community as a vital and largely untapped source of support for victims. Since then, the Office for Victims of Crime (OVC) has worked to help the faith community respond to the needs of crime victims. In 2002, the Helping Outreach Programs to Expand (HOPE) Grant Program was established to make outreach funds available to faith-based victim organizations and coalitions that lack access to other funding streams.

    OVC supports programs through its Victims of Crime Act (VOCA) discretionary grant program, including:

    Numerous other faith-based organizations received funding through the OVC Services to Trafficking Victims Discretionary Grant Program and the Helping Outreach Programs to Expand (HOPE) initiative. Also, OVC promoted coalition-building between the faith and victim service communities through the Faith-Based or Community Organizations and Victim Services Mini-Grant Program.
