Systematic Research

Providing the Means to Transform Discoveries into Useful Knowledge



We define systematic research as methodical investigation and experimentation to test hypotheses, and to integrate new knowledge with previous knowledge. By initiating key research to transform discoveries to useful knowledge, OER provides a foundation for NOAA programs, and facilitates the NOAA response to new and emerging issues. In essence, OER forms a critical part of the NOAA community, which serves the Nation by ensuring ocean environmental stability and economic strength.

OER is focusing on four research principles:
