 This
2003 edition of the annual report of the Trade Promotion
Coordinating Committee (TPCC) details the progress made
by several federal government agencies in implementing
the recommendations of the TPCC's 2002 report on America's
export strategy. That report contained recommendations
based on a greater awareness of exporters' needs, which
had been identified from nationwide research. One year
later, the TPCC notes that approximately one-third of
the recommendations have been implemented. Among the
notable accomplishments was the establishment of a joint
marketing task force by the Export-Import (Ex-Im) Bank
of the United States, the U.S. Small Business Administration
(SBA), the U.S. Department of Commerce, and the U.S.
Department of Agriculture. Also significant were U.S.
government interagency efforts that resulted in agreement
by the Japanese government on certain types of untied
aid projects within the framework of the Organization
for Economic Cooperation and Development. The report
also outlines several priorities for the coming year,
such as enhanced interagency training and integrated
SBA/Ex-Im Bank working capital programs.
The
TPCC is an interagency group chaired by the secretary
of commerce. The Export Enhancement Act of 1992 established
the TPCC to harmonize the export promotion and financing
programs of the U.S. government, as well as to develop
a comprehensive plan for implementing such programs.
