NMFS Announces Changes to Recordkeeping and Reporting Regulations

The National Marine Fisheries Service (NMFS) issues changes to recordkeeping and reporting regulations, effective January 14, 2009, according to Robert D. Mecum, Acting Administrator, Alaska Region, NMFS. This information bulletin mentions some, not all, of the regulation changes.

  • Starting January 14, 2009, all processors and motherships that are issued a Federal Fisheries Permit under 50 CFR part 679.4(b) must use a combination of daily cumulative production logbook (DCPL) and eLandings or other NMFS-approved software to daily record and report groundfish, as follows:
    • Submit a daily production report to NMFS by noon for the previous day’s groundfish production
    • For catcher/processors, submit groundfish and prohibited species discard or disposition data by midnight each day to record the previous day’s discard information
    • For motherships, submit groundfish and prohibited species discard or disposition data by noon for the previous day’s discard information
  • The Alaska Department of Fish and Game (ADF&G) statistical area(s) of harvest must be reported in eLandings for each at-sea production report that lists products.
  • The use of eLandings removes and replaces the use of the DCPL for shoreside processors and stationary floating processors.
  • The new regulations also allow for the future use of NMFS-approved electronic logbooks by operators of catcher vessels, catcher/processors, and motherships to replace the daily fishing logbook and the DCPL when used with eLandings.
