In 1998, the National Park Service signed a Memorandum of Understanding with Parks Canada authorizing a cross-border program of technical exchange and cooperation. This MOU was renewed for another five years in 2003.

The Office of International Affairs coordinates high-level contacts between the NPS and Parks Canada. Cooperative cross-border activities are developed and managed by individual NPS units.
