Equal Employment Opportunity Management Directive 715 (MD-715) applies to all executive agencies and military departments (except uniformed members) as defined in Sections 102 and 105 of Title 5. U.S.C. (including those with employees and applicants for employment who are paid from non-appropriated funds), the United States Postal Service, the Postal Rate Commission, the Tennessee Valley Authority, the Smithsonian Institution, and those units of the judicial branch of the federal government having positions in the competitive service. These agencies must file EEOC FORM 715-01 with the Commission.
Under the Instructions to Federal Agencies for MD-715, Second Level Reporting Components with 1,000 or more employees must submit EEOC FORM 715-01 to their headquarters for inclusion in the agency-wide report and must also file a copy of the EEOC FORM 715-01 with the Commission.

Also included is a list of Second Level Reporting Components of 1,000 or more employees, under the appropriate agency or department.
