NOAA ADMINISTRATOR ANNOUNCES APPOINTMENT OF CHIEF FINANCIAL OFFICER

NOAA Administrator D. James Baker today announced the appointment of Joseph T. Kammerer to be the National Oceanic and Atmospheric Administration's chief financial officer and chief administrative officer. Kammerer will head the newly-organized Office of Finance and Administration, which will report directly to Dr. Baker. The new office replaces the Office of the Comptroller and the Office of Administration. This will strengthen and streamline the functions of the Office of Finance and Administration through the combination of the management team.

Kammerer is currently director of planning for the National Security and International Affairs Division of the General Accounting Office. His extensive experience with the federal government includes positions as deputy assistant secretary of defense; director of manpower, logistics, and support forces at the Department of the Navy; and associate assistant administrator at the Department of Energy. His impressive private sector experience includes positions with McDonnell Douglas' Astronautics Company as chief financial officer and vice president for fiscal management.

Kammerer received bachelor's and master's degrees in engineering from the University of Maryland. He completed doctoral studies in mathematics and engineering at Catholic University.

The reorganized Office of Finance and Administration will provide guidance and staff support to the Office of the Under Secretary and other NOAA staff offices in the areas of program planning, budget formulation and execution, resource management, financial systems development and financial accounting. As CFO, Kammerer will coordinate directly with the Office of the Secretary of Commerce and other Commerce client headquarters offices.
