Upper Mississippi River System - Environmental Management Program (EMP)

UMRS-EMP LogoThe Upper Mississippi River System Environmental Management Program (UMRS-EMP) is a Federal-State partnership to monitor the natural resources of the river system. The Upper Mississippi River Management Act of 1986 (P.L. 99-662) states: "To ensure the coordinated development and enhancement of the Upper Mississippi River system, it is herby declared to be the intent of Congress to recognize that system as a nationally significant ecosystem and a nationally significant commercial navigation system. Congress further recognizes that the system provides a diversity of opportunities and experiences. The system shall be administered and regulated in recognition of its several purposes" (Section 1103). The Environmetnal Management Program was originally comprised of five elements: Habitat Rehabilitation and Enhancement Projects (HREP); Long Term Resource Monitoring (LTRMP); Recreation Projects; Economic Impacts of Recreation; and Navigation Monitoring. Currently, UMRS-EMP is only comprised of two elements, HREP and LTRMP.
