Recovery Act Funding and OVC

On February 17, 2009, the President signed into law the American Recovery and Reinvestment Act of 2009. More than $2.76 billion of the bill will go to the Office of Justice Programs (OJP) to develop the Nation's capacity to prevent and control crime, administer justice, and assist victims.

The Recovery Act allocates $100 million in funding for victim compensation and assistance. Of that $100 million, $47.5 million in Recovery Act–VOCA Victim Compensation Formula Grants will be distributed among eligible state agencies that administer VOCA-funded crime victim compensation programs to support the provision of crucial financial assistance to victims of crime. An additional $47.5 million in Recovery Act–VOCA Victim Assistance Formula Grants will be distributed among state agencies that administer VOCA-funded crime victim assistance programs to support the provision of services to victims of crime. Five million dollars of the $100 million will be directed to discretionary grant projects. That $5 million will be used to make awards under the Recovery Act–National Field-Generated Training, Technical Assistance and Demonstration Projects (NFG) competitive grant solicitation that is listed under current funding.

The Recovery Act–NFG solicitation has been revised to reflect the requirements of the 2009 Recovery Act. The deadline has been extended to March 26, 2009. If you have completed an application for this NFG solicitation, please do not submit it without the changes that must be made as a result of the change in funding source.

Under the Recovery Act–Edward Byrne Memorial Competitive Grant Program announced by the Bureau of Justice Assistance, funding is available to assist state, local, and tribal jurisdictions to improve the criminal justice system, provide assistance to victims of crime (other than compensation), and support communities in preventing drug abuse and crime.  Applications may only be submitted online through the Office of Justice Programs, Grants Management System.  For step-by-step instructions on submitting your application in GMS, please visit OJP’s online GMS Computer-Based Training Module.
