OFFICE OF CORRESPONDENCE SERVICES
Departmental Correspondence, 1990-1993, 45 cubic feet
Arranged alphabetically by name of agency, thereunder by year, the series
consists of correspondence and memoranda to the mayor’s office from
the administrators of city, state and federal agencies. A substantial portion
of these communications are forwarded to the mayor’s office for informational
purposes. Correspondence from the mayor’s staff is filed at the end
of each year by the surname of each staff person. Accn #94-46 General Correspondence, 1990-1993, 267 cubic feet
Arranged alphabetically by surname of the correspondent, the series consists
of letters and memoranda sent to the mayor, usually filed with a copy
of the response. Materials accompanying the correspondence such as books,
pamphlets, audiotapes, etc. are filed in separate boxes marked “Attachments-Citizens.” Boxes
identified “Attachments-Schools,” hold correspondence and accompanying
material from school children. The records also include anonymous letters
and summaries of critical mail, as well as Christmas cards, invitations,
and congratulatory messages on the election of Mayor Dinkins. There is

General Correspondence with NYC, NYS and Federal Governments, 1990-1993,
23 cubic feet
Arranged chronologically by year, the series consists of originals and
copies of incoming correspondence from city council members, NYS legislators
and
departments, the governor, members of the US House of Representatives,
and the president, as well as copies of the mayor’s replies. Attachments
are also included such as, letters, reports, programs and publications. Correspondence
with city council members concern issues before the Council, reports issued
by the mayor’s committees, comments and complaints about City programs,
invitations and “thank you” letters. Correspondence with NYS
and US legislators primarily concern constituent matters, comments regarding
legislation affecting City government, and "thank-you" letters.
The last four boxes contain “attachments” such as books, reports,
etc. separated from the correspondence. Accn #94-47
Memoranda, Directives, and Executive Orders, 1990-1993, 12 cubic feet
Arranged chronologically by year and thereunder by number when indicated,
the series contains memoranda, directives and executive orders issued
by the mayor during his administration. Usually the three types of records
are filed separately; however, the series was maintained and used as
one
general file. Accn #94-48
Transition Materials, 1989-1993, 3 cubic feet
Arranged alphabetically by subject, the materials include correspondence,
memoranda and other communications related to the transitions between
the mayoral administrations of Edward Koch, David N. Dinkins and Rudolph

Chief of Staff to the Mayor, John Flateau
Subject Files, 1991-1992, 7 cubic feet
Correspondence, memoranda, press releases, reports, invitations, printed
materials, phone logs, schedules and time sheets generated from the office
of John Flateau, Chief of Staff in the office of the mayor. The files,
arranged alphabetically, were used to research issues and subjects of
particular interest
to the mayor and to track day- to- day operations within the chief of staff’s
responsibility. These included arranging schedules of the mayor, deputy mayors
or their representatives, arranging for delegation of power, and expediting
and monitoring replies to critical correspondence with the Correspondence

Executive Secretary to the Mayor, Miriam Padilla
Subject & Correspondence Files, 1989-1993, 5 cubic feet
The files contain of correspondence, memoranda, press releases, news clips,
and reports from the office of Miriam Padilla, Executive Secretary to Mayor
Dinkins. The correspondence and memoranda include that of the mayor, deputy
mayors, and other members of the administration. The files were used to research
issues and subjects of particular interest. Some material is marked “Personal” or “Confidential.” Subjects
include: the borough presidents, city budget negotiations, state officials,
the Crown Heights disturbance and investigation, the Zodiac killer, and relations
between New York City and South Africa. Accn #96-10
Assistant to the Mayor, Grace de Fries
Subject Files, 1990-1993, 38 cubic feet
Grace de Fries headed the Office of Fiscal and Administrative Management
which is responsible for direction, co-ordination and procedures in the
mayor's office pertaining to facilities and records management, fiscal
matters, information
management and personnel issues, including salary levels, and related matters
in other agencies. The series is arranged alphabetically by subject and
thereunder by year; however, files in Boxes 35 through 39 were maintained
by the date
span of the administration. The records contain correspondence, memoranda,
notes, reports, printed materials and press releases. The records include
that of the mayor and other members of the administration. It was used
to research issues within the offices area of responsibility in policy
and to
document operations. There is some material in the 1990 files from the
Koch Administration apparently used for reference purposes. Accn #95-60
Assistant to the Mayor, Herbert Block
Subject Files, 1986-1993, 15 cubic feet
Series consists of subject files of Assistant to the Mayor, Herbert Block,
who served in the Offices of Constituency Affairs, which acted as the mayor's
liaisons to the communities, particularly in the area of intergroup relations.
In his capacity, Block was the mayor's chief liaison to the Jewish community,
and his files are identified as Office of Jewish Affairs, Public and Community
Affairs. The files contain correspondence, memoranda, reports, & printed
materials such as brochures, newsletters, and clippings. Subjects include
the Anti-Defamation League, Children's Week 1990, Crown Heights, elections,
the Holocaust Museum, Israel’s 40th Anniversary, Jewish Heritage Week,
and the Salute to Israel Parade. Accn #96-19

FIRST DEPUTY MAYOR NORMAN STEISEL
Departmental Correspondence, 1990-1993, 148 cubic feet
Correspondence, memoranda, notes, reports, printed material and invitations
generated from the office of First Deputy Mayor Norman Steisel. Arranged
alphabetically by name of city agency, thereunder chronologically, the
material includes items to and from the mayor, first deputy mayor and other
members
of the administration including agency and department heads. Subjects include
city budget, education, homeless, ethnic groups, the 1990 census results
and New York City’s relationship with South Africa. Accn #95-37

Contains correspondence, memoranda, and notes, tracking sheets, printed
material and reports generates from the office of First Deputy Mayor
Norman Steisel.
Most correspondence has tracking sheets attached showing routing of copies.
The correspondence and attachments are assigned a sequential log number
following the chronology of outgoing dates; outgoing correspondence contains
replies from the mayor or the deputy mayor. Logs for outgoing 1990 and
1991 correspondence can be found in the last box. The incoming correspondence
is primarily from constituents. Included also is correspondence from
city agencies, and local, New York State, and U.S. officials. Accn #95-33

The series includes constituent inquiries, as well as material from city

Correspondence, memoranda, notes, reports and printed material maintained
by Ellen Baer, Chief of Staff in the office of First Deputy Mayor Norman
Steisel. Arranged alphabetically by subject, it includes items to or from
the mayor, other members of the mayoral administration, and agency and
department heads. Subjects include children and families, education,
the environment,
homelessness, people with disabilities, youth services and the U.S. Tennis
Association. Operational subject areas include strategies for dealing with
state and federal government, agency layoffs, office personnel matters
and out-of-town travel. Many files pertain to the Franchise Concession
Review

Correspondence, memoranda, notes, reports, and some printed material generated
from the office of First Deputy Mayor Norman Steisel. Arranged alphabetically
by subject the material had been maintained by the various assistants to
the deputy mayor for research purposes and background information on topics
such as construction and maintenance of the city’s infrastructure,
human services, and real estate, the Franchise and Concession Review Committee,
the Mayor’s Office of Construction, the School Construction Authority,

Correspondence, memoranda, notes, reports, printed material such as newsletters
and brochures, news clippings, and tracking sheets generated from the office
of Joyce Brown, Deputy Mayor for Public and Community Affairs. The files,
arranged alphabetically by subject, include housing, education, human rights,
ethnic, minority and other interest groups, Disabled Veterans Vendor Task
Force, Increase the Peace Volunteer Corps, the Korean Groceries Boycott

The files contain correspondence, memoranda and tracking sheets from the

Arranged chronologically; includes duplicates from Brown’s subject files (#95-44).
It includes both incoming and outgoing correspondence with constituents,
and local, N.Y.S., and U.S. officials, intra-office and agency correspondence

Scheduling Files, 1993, 5 cubic feet
Arranged alphabetically by subject the files contain correspondence, memoranda,
notes, tracking sheets and printed material from the office of Joyce
Brown, Deputy Mayor for Public and Community Affairs. The files were
utilized
to coordinate scheduling between the mayor and deputy mayor’s staff
when the mayor was to be represented at a public event. The files contain
information on invitations to events sent to the mayor, deputy mayor, and

Correspondence, memoranda, notes, resumes, times-sheets, reports, and printed
material generated by Fred Davie, Jr., Chief of Staff in the office of
Joyce Brown, Deputy Mayor for Public and Community Affairs. Subjects
include Operations
Office management reviews, monthly reports of the deputy mayor’s constituency
units (Asian, Afro-Caribbean Affairs, etc.) and staff travel. Other subjects
include One to One youth mentoring, U.S. Conference of Black Mayors, and
the Voter Assistance Commission.

Subject & Correspondence Files, 1993, 5 cubic feet
Correspondence, memoranda, notes, printed material such as newsletters
and brochures, resumes, reports and news clippings files of Jeremy Brown
and
Philip Saperia, Jewish Community Affairs Unit liaisons within the office
of Joyce Brown, Deputy Mayor for Public and Community Affairs. Subjects
include the Crown Heights disturbances, immigrant rights, Israel Bonds,
Jewish affairs
in individual neighborhoods, prominent individuals and the Salute to Israel
and Purim parades. Before the formal establishment of this Unit, Assistant
to the Mayor Herbert Block was assigned as liaison for Jewish Community

DEPUTY MAYOR BARBARA FIFE
General Correspondence, 1990-1993, 50 cubic feet
The files contain correspondence, memoranda, and notes, tracking sheets,
printed material and reports maintained by the office of Barbara Fife,
Deputy Mayor for Planning and Development with responsibilities for land
use and
planning, and the operations of Parks and Recreation, Cultural Affairs,
among others. Each item of incoming correspondence was assigned a log
number upon
receipt. The outgoing correspondence, attached with a duplicate tracking
sheet, received the same log number but was arranged in a separate file.
This group was not maintained in numerical order. Some items, primarily
incoming correspondence, have attachments which include reports, printed
materials,
and copies of prior correspondence. The series includes constituent inquiries,
intra-office and agency materials as well as that of local, N.Y. State
and U.S. officials.

The material in this series partially duplicates correspondence in Fife’s
General Correspondence series (#95-74). The files include both incoming
and outgoing correspondence comprising constituent inquiries, intra-office
and agency material as well as that of local, N. Y. State and U. S. officials.

the files document the deputy mayor’s agencies and areas of responsibilities
including cultural institutions, development and environmental issues and
projects, Landmarks, Parks and Recreation, transition and waterfront. The
series includes material from the Koch Administration as well as records
from Dinkins’ term as Manhattan Borough President. Accn #95-77

Subject Files, 1985-1992, 10 cubic feet
Correspondence, tracking sheets, memoranda, notes, reports and printed
material generated by the office of David Klasfeld, Counsel to Deputy
Mayor Barbara
Fife. The files pertain to the deputy mayor’s area of responsibility
including regulations for use of lofts and other buildings, particularly
zoning, interagency jurisdictional questions and related issues concerning
sports and cultural programming. Some of the material dates from Klasfeld’s
prior positions in the Koch administration such as chairman of the Loft Board.
Other subjects include the Board of Standards and Appeals, City Center, Village

Barbara Fife. The material is divided into two sub-series: land use projects
and the Parks Department projects. It is arranged alphabetically by subject.
Subjects include Chelsea Plans, 14th Street Corridor, Glick Project, Rockefeller
University, Foley Square, McCarran Park, public toilets, and Steeplechase
Park. There is some material from the Koch Administration retained for

Correspondence, memoranda, notes, reports, printed material, maps, and
site plans generated from the office of Pamela Ramson, Assistant to Deputy
Mayor
Barbara Fife. The files pertain to planning and environmental coordination,
particularly regarding pollution problems, waste disposal and water resources.
Subjects include asbestos removal, electro-magnetic radiation, lead poisoning,
medical wastes, Jamaica Water Supply and resource recovery/recycling. There
is significant documentation for the [N.Y.] Governor’s Coastal Erosion
Task Force as well as material from the Koch Administration and from Dinkins’ term

The Press Office generated speeches, memoranda, correspondence, invitations,
printed materials, and lists of speeches, messages, and computer discs.
The majority of the material, arranged alphabetically by subject, contains
speeches and remarks prepared for the mayor’s delivery at public
appearances. Also included are memoranda which provide briefings on the
event. The remaining files contain messages to be read at an event without
the mayor present; included are invitations, correspondence and printed
material. There are computer discs marked “Memos,” “Speeches,” and

printed materials and memoranda generated by the Press Office. The bulk

and city agencies. Topics include social, economic and political concerns,
federal, state, and city government activities and operations, urban conferences
and the commentary of individual press columnists. The files were used

Photocopies of newspaper clippings, lists, schedules, speeches and some
press releases collected by the Press Office. Assembled daily, the materials
in the Digest document the mayor’s activities, including his schedule,
speeches and remarks, as well as a log of broadcast coverage. The clippings
represent all the major NYC daily newspapers and some ethnic and special
interest publications. There is no index. The Press Digest replaced the

Schedules, speeches, memos and notes assembled by the Press Office. The
mayor’s
daily schedules indicate the hour and location of appearances outside of

There is some information about staff assignments, arranged monthly, for
events that the Press Office is scheduled to cover with or without the mayor’s

in NYC, and science and affiliated organizations whose contributions have
improved understanding the laws of science and their practical applications.

The 1990 Census Project was undertaken by the Office of the Mayor on behalf
of the city’s citizens to ensure the census did not undercount residents,
the accuracy of the count being vital to federal funding levels and Congressional
representation. The series consists of correspondence, memoranda, notes,
lists reports and printed material maintained by Angel Garcia, Assistant,
as well as other assistants in support of their efforts to develop the census
information program and conduct community outreach. The last two boxes contain
telephone call records from the “Census Hotline” established
by the program to document and follow-up difficulties residents’ reported
in receiving and completing the census questionnaire. The project had been
initiated by the Koch administration, under the coordination of Roberta Wentz
and Diane Coffey (Chief of Staff) and the series includes material from both
administrations. Subjects include hot line problems, list of assistance centers
by borough, homeless count and volunteers.

The 1990 Census Project was undertaken by the Office of the Mayor on behalf
of the city’s citizens to insure that the census did not undercount

to co-ordinate task forces and to develop a program to explain the census
to the community to maximize response. Series consists of correspondence,
memoranda, notes, lists, reports and printed material. The series was used
to implement and monitor work on an operational level, particularly directly
with the community. The project had been initiated by the Koch administration,
under the coordination of Roberta Wentz and Diane Coffey (Chief of Staff)
and the accession includes records from both administrations. Subjects include

The NYC Districting Commission was formed in 1990, with a Board and staff,
to devise a plan to redistrict electoral districts in NYC based on demographic
changes determined by the 1990 Census. The series consists of transcripts
and minutes, correspondence and memoranda. The transcripts and minutes
represent public hearings that were held in 1990-1991 on the general
public’s
concerns engendered by potential redistricting. This material has attached
and related correspondence created by the Commission staff. Some of these
transcripts or excerpts may be represented in a report of the Commission-- “Submission… for
pre-clearance of the 1991 redistricting plan for the NYC Council” 6/91,

a Democratic Presidential Convention in NYC in 1992, the Committee coordinated

sources. It was used by the Office to arrange for the delegates’ visit
in all aspects, particularly planning special events for them and providing
information about cultural and other facilities. Fundraising was also done
as well as coordinating details of the actual convention with the Democratic
National Committee. Correspondence is with various agencies and administration
members, Party officials, cultural and other institutions, business and individuals.
There is some material from Marcus’ predecessor, who served for a period
prior to 1992, and some material relating to this and earlier conventions
in NY from the Koch Administration. Subjects include accessibility, coordinating

to be given as souvenirs by the Committee to delegates and attendees at the
Convention. Some of the items may have been donated by the manufacturer and

CONCESSION REVIEW COMMITTEE
Minutes, 1988-1990, 4 cubic feet
The Concession Review Committee was established by Executive Order in 1978
consisting of high level elected City officials including the Comptroller.
They would review all contracts for concessions granted private companies
by city agencies, many under consideration having to do with transportation.
The series consists of correspondence, memoranda, reports, meeting agenda
and minutes. The series is arranged in two groups: Concession Review minutes
through 1990, and Franchise Concession Review Committee files. Some files
from the Koch administration were retained for reference by the Dinkins
