Joyce Millender-Steele

Joyce Millender-Steele is the Management Official (MO) for the National Center for Public Health Informatics (NCPHI). Most recently, she served as Deputy MO for NCPHI and has served in leadership roles within NCPHI since 2003. She came to IRMO in 2003 and assisted with the stand up of the new Center bringing with her more than 20 years of experience in managing financial and business services. She is frequently called upon to help “fill in gaps” within the Coordinating Center for Health Information and Service (CCHIS) in support of budget and management activities.

Joyce has served in various positions during her career within CDC including Management Analyst, NCPHI; Acting Associate Director for Management and Operations (Formerly ADMO) and Acting Deputy Director for Management, Division of Viral and Rickettsial Diseases (DVRD), NCID; Budget Officer, NIOSH; and Lead Analyst and Budget Analyst, FMO.

Prior to joining NCPHI, Joyce assisted with several high priority special assignments within CDC including “Top-to-Bottom Review of CDC’s Programs” (2000) where she was instrumental in review of CDC programs and projects, “Study of Executive Secretariat (1994) where we analyzed the office and recommended the reorganization, CDC/ATSDR FTE Analysis (1994) where we made recommendations on how to implement a mandatory FTE reduction, and Evaluation of CDC/ATSDR Personnel Office (1993) where we identified the complexity and scope of the personnel activities and made recommendations for improvements.

Before joining CDC, Joyce served 12 years with the Farmers Home Administration, Social Security Administration and General Accountability Office (formerly General Accounting Office) in a variety of professional assignments.

Joyce earned her B.S. in Business Administration from the University of South Carolina, graduating Cum Laude. She has had extensive ongoing training (in budget, management/leadership, etc.) and has received numerous performance and Special Act of Service Awards.
