Labor Surplus Area

Fiscal Year (FY) 2009 Labor Surplus Area List

The FY 2009 labor surplus area list includes areas in 46 states and Puerto Rico . The list only includes those states and jurisdictions with designated labor surplus areas. All of the qualifying areas in the nation are listed in alphabetical order by state or state equivalent.

The reference period used in preparing the list was January 2006 through December 2007. The national average unemployment rate (this includes Puerto Rico) during this period was 4.7 percent. The qualifying rate for a FY 2009 labor surplus area classification is 6.0 percent. Areas included on the current annual labor surplus area list are all counties, county equivalents, and cites with a population greater than 25,000 (the population criteria for cities do not apply in a small number of New England states) with an average unemployment rate of 6.0 percent or above during the previous two calendar years. The FY 2009 classifications will be in effect through September 30, 2009.
